Job description

Responsibilities
Peraton is seeking a Program Operations Manager to join our team of qualified, diverse individuals. This position is located in Herndon, VA. The qualified applicant will become part of the leadership team for Peraton's Department of State (DOS) Consular Systems Modernization (CSM) Program, for the Bureau of Diplomatic Technology (DT). This initiative is intended to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA's customers.
As part of this modernization program, the Program Operations Manager will provide daily business operations support; manage internal reporting requirements; collaborate and coordinate closely with all functional organizations supporting the program; and will act as a people manager for a team of 4-6 individuals. The Operations Manager, as part of the program leadership team and PMO, must be able to learn and understand the complex makeup of this program in order to provide sufficient support to both internal and external customers.
Roles and Responsibilities:
  • Provides daily business operations support to a program of approximately 175 people.
  • Acts as primary liaison to Finance, contracts, subcontracts, procurement, security, facilities.
  • Works closely with the Program Manager and Deputy Program Manager, along with the program technical leadership team, to ensure program readiness across all facets of the program.
  • Works closely with the Program Manager and Deputy Program Manager, along with the program technical leadership team, to ensure appropriate executive level communications of activities, accomplishments, status, and issues.
  • Contributes to and ensures on-time and accurate completion of weekly, monthly, and quarterly internal and external reporting/deliverables, including integrated program reviews, program management reviews, status reports, and metrics collection and reporting.
  • Acts as the program's resource manager, ensuring timely posting of job requisitions for necessary positions, working closely with the hiring manager, Talent Acquisition, a cadre of subcontract partners, and Workforce Planning, assisting the candidate through the DoS onboarding process and troubleshooting onboarding challenges.
  • Must be able to work with multiple cross-functional technical and non-technical teams.

Qualifications
Minimum Qualifications:
  • Bachelor's degree and 10 years of experience.
  • Five (5) years project/program/operations management experience with software engineering projects.
  • Experience working with and understanding functional support organizations and their role as it pertains to the success of the program.
  • Experience in identifying, analyzing, and reporting key performance indicators relative to program performance.
  • Experience reporting to leadership at every level, internal and external to the company.
  • Excellent communication skills, both verbal and written, to prepare briefings, proposals, and similar documents.
  • Must be a quick learner, self-starter and be able to take initiative with limited supervision.
  • Experience in working with finance, contracts and subcontracts.
  • Must be a US Citizen.
  • Must be able to obtain or have an Active Secret (or higher) clearance. Interim clearances acceptable.

Preferred Qualifications:
  • Experience working in an agile software development environment.
  • Intermediate to advanced contract, subcontract, business management, and FAR knowledge.
  • Experience using tools that support agile development, such as SharePoint, Confluence, and IBM ELM.
  • Project Management Professional (PMP) certification.

Target Salary Range
$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
