JOB SUMMARY

The Director of Program Operations is responsible for the operational, contractual, and financial health of VSolvit’s service and solution delivery contracts. This role oversees daily contract operations to ensure alignment with company goals, customer requirements, and business strategies. The Director provides leadership and guidance to Program and Project Managers to ensure quality delivery, strong performance, and consistent execution across contracts.

The Director Program Operations maintains trusted relationships with customers, partners, and stakeholders to support contract retention, customer satisfaction, and future business opportunities. This role requires strong knowledge of contract execution, financial management, delivery oversight, and federal contracting practices, including familiarity with contract vehicles such as Alliant 2, OTA’s etc.

RESPONSIBILITIES
  • Lead the execution of assigned programs and projects, ensuring achievement of operational objectives, contract requirements, performance metrics, and mission outcomes.
  • Provide oversight of mission‑critical operations across geographically dispersed teams and cross‑functional organizations.
  • Ensure consistent, high‑quality delivery of services, products, and contract performance across all assigned programs.
  • Maintain regular engagement, guidance, and accountability with Program Managers, Project Managers, and delivery teams.
  • Manage program personnel, schedules, facilities, equipment, and operational resources to support successful contract execution.
  • Translate strategic business objectives into actionable program plans and measurable operational outcomes.
  • Manage program financial performance, including labor planning, funding utilization, revenue forecasting, cost control, and resource allocation.
  • Oversee execution and compliance across multiple contract types, including CPFF, LOE, T&M, FFP, and other federal contracting vehicles.
  • Partner with executive leadership on revenue planning, forecasting, and operational growth strategies.
  • Serve as the primary liaison to government customers, military leadership, subcontractors, industry partners, and internal stakeholders.
  • Build and maintain trusted customer relationships while supporting long‑term growth, customer expansion, and mission success.
  • Collaborate with Business Development and Capture teams to identify opportunities, develop teaming strategies, support proposals, and position for future growth.
  • Ensure adherence to enterprise program management standards, governance frameworks, reporting requirements, and delivery best practices.
  • Maintain compliance with FAR/DFARS, ITAR, NIST 800‑171, CMMC 2.0, and other applicable regulatory and contractual requirements.
  • Partner with corporate support organizations to ensure programs receive the staffing, infrastructure, security, compliance, IT, and facilities resources necessary for successful execution.
  • Ensure timely completion of contract deliverables, reporting requirements, documentation, audits, and customer commitments.
  • Support compliance with quality, cybersecurity, CMMI, ISO, and customer‑specific standards and requirements.
  • Establish and manage risk mitigation, escalation, and contingency planning processes across operational, technical, financial, staffing, and customer areas.
  • Identify and evaluate opportunities for contract growth, recompotes, modernization initiatives, and expanded customer engagement.
  • Drive continuous improvement initiatives that enhance operational efficiency, quality, performance, and customer outcomes.
  • Collaborate with technical and operational teams to integrate emerging technologies, automation, AI‑enabled capabilities, and data‑driven solutions into program delivery.
  • Leverage dashboards, metrics, and analytics to improve operational visibility, decision‑making, and program performance.
  • Document operational processes, workflows, lessons learned, and best practices to support organizational maturity and knowledge sharing.
  • Lead, mentor, coach, and evaluate program personnel, fostering accountability, collaboration, and professional development.
  • Support workforce planning, employee development, succession planning, and performance management initiatives.
  • Prepare and deliver executive‑level reports, presentations, briefings, and strategic communications to senior government and company leadership.
QUALIFICATIONS BASIC
  • Active DoD/DoW Secret Security Clearance required.
  • Bachelor’s degree in a technical discipline, Business, Technology Management, or related field.
  • Demonstrated experience managing multi‑function programs or projects within the DoW or Federal contracting environment.
  • Experience managing Department of War (DoW) projects especially Department of Navy.
  • Experience leading and supporting teams of 15+ technical and non‑technical personnel.
  • Strong understanding of government contract management, operational oversight, and contract compliance.
  • Demonstrated analytical, organizational, and time‑management skills.
  • Experience preparing reports, briefings, and executive‑level presentations.
  • Excellent written and verbal communication skills.
  • Ability to effectively communicate with executives, customers, partners, and internal stakeholders.
  • Experience managing large‑scale programs involving significant financial responsibility and operational assets.
  • Familiarity with digital transformation initiatives, automation tools, and AI‑enabled operational solutions.
  • Strategic decision‑making capabilities in dynamic operational environments.
  • Ability to support long‑term operational growth and organizational expansion initiatives.
PREFERRED
  • Bachelor’s degree in Computer Science, Information Technology or related.
  • Master’s Degree.
  • 10+ years’ Department of Navy program experience.
  • PMP (highly desired) or similar project management‑related certification.
