As a Commercial Parking Operations Manager, you will perform all duties required of a Contracting Officers Technical Representative (COTR) in the oversight and management of the parking services contract at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD). Additionally, performs management functions with responsibility for the safe, efficient, and secure operation of the portfolio of public parking while driving customer satisfaction. Drives strategic operational and financial decisions ensuring efficient and effective performance. Performs related functions.
Serves in the Office of Commercial Parking and Office of Executive Vice President and Chief Revenue Office located at the Headquarters Office Building.
GENERAL RESPONSIBILITIES
Performs all duties required of a COTR in the oversight and management of the parking operation at DCA and IAD.
Drafts solicitation documents, such as Requests for Proposals (RFPs), Invitations for Bid (IFBs), Requests for Qualifications (RFQs), contracts and amendments.
Participates in the competitive solicitation process for concession contracts.
Negotiates or participates in the negotiation of terms and conditions for contracts with prospective contractors.
Administers contracts to ensure contractor compliance with contract deliverables and service requirements.
Analyzes and reports on financial and operational trends for contracts.
Monitors contract and compliance and addresses any contract compliance issues and problems with the contractor, supervisor, Contracting Officer, and senior Airports Authority managers, as necessary, which may include associated correspondence or follow-up action, as appropriate.
Reviews and investigates issues, as appropriate, and follows up with corrective-action directives.
Conducts research and identifies new trends and applicable concession industry standards and business practices.
Coordinates activities among various Airport Authority departments and industry contractors to ensure that the parking operation meets contract standards and customer expectations.
Supports driving strategic operational and financial decisions related to the parking operation, ensuring efficient and effective performance.
Promotes a high-performance culture that follows best practices, is customer-focused, and maintains excellent relationships in and outside the Airports Authority.
Fosters standards of ethics, integrity, and responsibility that deliver effective strategies and a commitment to service.
Develops and oversees parking operations policies and procedures; develops metrics and dashboards for key performance indicators (KPIs) to evaluate their effectiveness, and ensures continuous review and improvement of the parking operation.
Collaborates with key executives and stakeholders in long-range operational and financial planning.
Ensures compliance and coordination with all Federal, state, and local programs as well as the Airports Authority's policies, including procurement and funding requirements.
Prepares and presents briefings to executives, airport and aviation industry groups, and others regarding the Airports Authority's parking programs.
Provides supervision and direction to assigned staff.
Monitors parking equipment regularly to ensure proper operation and functionality.
Optimizes space utilization while assessing specific parking demand and proactively implementing strategies to manage peak traffic times.
Enhances parking products to increase customer satisfaction, including but not limited to improving signage, streamlining systems, and effectively addressing parking-related issues.
Monitors the Parking Revenue Control System (PARCS) and online booking system for accuracy and performance.
Updates the online booking system as necessary based on operational needs.
Prepares and presents briefings to executives on the performance of operations, upcoming projects, and any concerns related to operations as necessary.
Supports operational rollout of new products and prices, including interfacing with airports, testing, and aligning systems and signage development and deployment.
Supports compliance, certification, and outreach programs.
Assists with testing and implementation of parking systems and other projects as needed.
Manages the performance of projects by tracking deliverables, timeline performance, project issues, and project risks.
Responds to operational emergencies, implements resolution, and/or provides support as needed.
Performs other duties as assigned.
QUALIFICATIONS
Seven years of progressively responsible experience in large-scale parking, transportation, or travel operations management, including but not limited to: parking (preferred), ground transportation, hospitality, aviation, etc. An equivalent combination of education and experience may be considered.
Ability to perform operational analysis to assist in planning and decision-making.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Knowledge of and ability to apply business and industry best practices to developing strategic plans for negotiating, executing, and implementing commercial parking contracts.
Knowledge of business and operational best practices related to parking operations, customer experience, operational efficiency, and revenue optimization.
Experience and ability to lead a cross-functional team in the implementation of project initiatives.
Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.
Skill in using a computer, modern office suite software, with emphasis on accounting and financial systems/software.
PREFERRED QUALIFICATIONS
Parking, Transportation, and Mobility Professional (PTMP) Certification or similar industry certification.
Experience with parking operations, ground transportation, or commercial operations in an airport environment.
EDUCATION
Bachelor's Degree in Business Administration or related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.
