Job Duties
If you are skilled in budgeting, grant administration, state policy, procurement, and operational management, we encourage you to join the Office of Licensure and Certification as our next Business Operations Manager!
The Business Operations Manager is responsible for the correct management and use of budget, tracking and reconciliation of expenditures and revenue, monitoring proper use of funds, and proper SPCC card usage and reconciliation. They supervise daily business operations, provide support for fiscal and budgetary needs, technology, and procurement tasks for the office, and manage any additional resource requirements for the central office program.
Characteristic functions include but are not limited to:
• Managing office budgets
• Ensuring compliance for program expenditure and revenue generation
• Coordinating review/approval of reconciliations reports and purchase order
• Managing travel approval requests
• Providing oversight for operational tasks.
Minimum Qualifications
• Knowledge of the principles and practices of public administration/business management, finance, procurement, contracting, and facilities management
• Comprehensive knowledge of state/federal administrative laws, policies and procedures, including federal/state requirements governing management of grants and contracts, state accounting, finance and procurement
• Knowledge of applicable federal, state, local, and agency regulations, policies, and procedures
• Strong personnel management, financial, presentation, and oral and written communication skills
• Skilled in automation, including spreadsheets and data manipulation/analyses
• Ability to plan, develop, and direct financial and administrative operations with attention to both long-term and short-term strategic planning and needs
• Ability to work with a wide range of staff and positions effectively and collaboratively
• Ability to effectively lead and manage supervised staff toward positive programmatic outcomes
Additional Considerations
• Virginia Contracting Associate Certification
• Intermediate to advanced Microsoft Excel knowledge (to include pivot tables, VLOOKUP, custom formulas)
• Working knowledge of Commonwealth procurement and financial systems, including SPCC and eVA
• Proficiency in ServiceNow
