SALARY RANGE: $91,809-$108,009

GENERAL POSITION SUMMARY

The E-Learning Specialist is responsible for overseeing South Metro Fire Rescue's Learning Management Systems (LMS) and designing, developing, and implementing innovative eLearning solutions. The position plays a critical role in ensuring compliance, maintaining high-quality training, and supporting the overall effectiveness of training within South Metro Fire Rescue. In addition, the E-Learning Specialist tracks certifications and collaborates with multiple stakeholders to ensure eLearning initiatives directly contribute to South Metro Fire Rescue’s organizational goals and values.
ESSENTIAL DUTIES AND RESPONSIBILITIES

eLearning and Development

Ensures all eLearning and certification initiatives align with South Metro’s mission, vision, values, and strategic objectives.

Serves as a liaison to facilitate organizational alignment on professional development standards and eLearning processes; collaborates with bureau professionals, contractors, and subject matter experts to create relevant, high-quality instructional materials; ensures learning objectives are defined and addressed in the learning solutions.

Designs, develops, and implements engaging eLearning content and modules aligned with departmental training goals; applies proven best practices for learner engagement and knowledge transfer to include simulations, practical exercises, and scenario-based knowledge checks; develops learning assets that are succinct, easy to follow, and formatted for self-learning of a variety of complex and technical content.

Analyzes feedback from participants; supports continuous improvement in teaching methods and delivery.

Assists in refining course objectives and instructional materials to ensure effectiveness and alignment with learning outcomes, industry best practice, compliance requirements, and accreditation standards.

Serves as SMFR’s Learning Management System (LMS) subject matter expert; manages the development and maintenance of all elements related to LMS functionality, including but not limited to content integrations and creation, building curriculum programs, and LMS structure; ensures LMS requirements are translated into optimal technical and training solutions.

Oversees maintenance, updates, and administrative duties related to SMFR's LMS; assists in managing LMS project updates; stays informed of changes to the platform; analyzes data and recommends solutions to optimize the learning management platform and meet organizational objectives; communicates changes to key stakeholders.

Administers and maintains the certification tracking system(s), ensuring data accuracy, ease of use, and reliable reporting; streamlines data entry processes, ensuring accurate record-keeping and timely reporting.

Stays informed of educational trends to introduce innovative approaches and materials; conducts research to further understand the learner, business, tools and other best practices and requirements specific to the industry.

Utilizes department applications (Adobe Cloud products, Illustrator, Photoshop, Articulate 360, Camtasia, Vector Solutions, Target Solutions, Evaluations+, Scorm Cloud, Canvas, Final Cut (or another video editing app), Microsoft Forms, Teams, SharePoint, Smartsheet, Office 365 applications, Vimeo, YouTube) to create and support the creation of synchronous and asynchronous educational content.

Ensures the delivery and reporting of learning & education required by national, local, and internal certifying bodies.

Cross-Departmental Training Support

Collaborates with other departments to support training content development, implementation, and optimization for a variety of technical platforms and systems beyond the LMS, including but not limited to Elite (EMS reporting), D365 (Microsoft Dynamics), and NERIS.

Assists subject matter experts from these departments in designing training content that is accessible, engaging, and effective for end-users.

Aligns system-specific training initiatives with overall organizational standards for instructional design, compliance, and continuous improvement.

Provides guidance and support in leveraging the LMS or alternative delivery platforms to host, track, and report on non-LMS-specific training activities when appropriate.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS (An equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position is qualifying.)

Bachelor’s degree in computer science, education, adult learning, or a related field is required

Must have a minimum of three (3) years of experience in eLearning development, instructional design, or related professional development roles.

Possess and maintains a valid Colorado driver’s license with an acceptable driving record in accordance with SMFR’s driving records policy.

Must obtain CPR certification within one (1) year of hire.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Advanced skills in eLearning design, instructional technology, and content development.

Experience in developing engaging, focused, and impactful digital content working closely with leadership and all stakeholders.

Ability to envision and build digital learning tools in a manner that balances quality and quantity.

Strong technical skills and an eye for detail and design while writing video scripts, creating multimedia content, and designing visuals for training materials.

Experience developing educational materials for adult learners using eLearning authoring and video development tools to support knowledge acquisition and job performance.

Demonstrated ability to manage multiple projects with efficiency, organization, and attention to detail in a fast-paced environment while adhering to deadlines, ensuring a high-end user experience.

Proficient with certificate tracking software and Learning Management Systems (LMS).

Ability to foster collaborative and productive ways of working to engage with members of the team to ensure deadlines are met, training is accurate, and of high quality.

Ability to follow both verbal and written instructions, and the ability to issue clear, concise verbal and/or written instructions.

Ability to report operations verbally or in written form to supervisors.
Proactive and forward thinking.

Flexibility and ability to adapt to different personalities and communication styles.

Thorough knowledge and understanding of applicable federal, state, and local laws and regulations as they apply to fire services, emergency medical services, personnel law, safety regulations, National Fire Protection Association standards, and departmental policies and procedures and standard operating procedures.

Knowledge of word processing programs and various software packages related to the preparation of informational materials and modern office practices and procedures.

Ability to comprehend broad and complicated conceptual ideas or strategies and implement such ideas or strategies.

Ability to establish and maintain effective working relationships.

Ability to delegate assignments and follow-up in a timely manner to ensure they are completed satisfactorily.

Ability to train others.

Knowledge of accreditation agencies, processes, and requirements.

Skill in implementing processes to ensure SMFR meets or exceeds certification, credentialing and accreditation documentation and renewal requirements.
Ability to monitor changes published by certification and credentialing bodies.

While performing the duties of this job, the employee is regularly required to perform climbing, balancing, stooping, kneeling, crouching, crawling, reaching, sitting, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, repetitive motions and exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

WORK ENVIRONMENT AND GENERAL INFORMATION

While performing the duties of this job, the employee primarily works in a climate-controlled office environment. Some work may be performed at fire stations and training facility.
May be exposed to wet/humid conditions; moving mechanical parts; outdoor weather conditions such as extreme hot or cold and high noise levels.
