Position: ย Project Manager (Contract Manager)

Solicitation Number: 26-003- SS

Location:ย  400 Washington Avenue, Towson, MD 21204 Hybrid (3 days on-site, 2 days remote)

Duration: ย 6 months (approx. 1040 hours)

Job Description:

Scope of Work:

Duties and Responsibilities:

Initiate, develop and implement Information Technology related contracts and will support the Contract Manager Lead in carrying out the following responsibilities:

  • Interface with various levels of personnel and management and throughout the County, as well as with external vendors and contractors.
  • Prepare solicitations (RFB, RFP, RFQ) and administer the contracts until performance is completed.
  • Prepare Requests for Information (RFIs) and support the management of related documentation, vendor demonstrations, and Q&A activities.
  • Perform all steps of the procurement process such as kick-off and pre-proposal meetings, review of documents, tracking approvals, facilitating legal and purchasing review and moving contract documents and amendments through the collaboration and approval process within OIT.
  • Monitor all financial aspects of assigned contracts (e.g. monitoring funding, burn rate, and expenditures).
  • Support day-to-day procurement operations within OIT, including supplier performance monitoring, contract

ย ย ย ย ย ย ย ย ย ย ย ย ย  expiration monitoring / renewals, contract scope monitoring / change development / ย dispute coordination.

  • Ensures all relevant documentation accompany contracts, and maintaining digital and hard copies of relevant documentation.
  • Sharing and providing clarity of contract processes, conditions and details with employees.
  • Maintains schedules/calendars for the Contract Office in preparation, organization, setting agenda, taking notes and minutes, developing action items, and general follow up of meetings.
  • Communications to all levels of the organization
  • ย ย Performs other related duties as required

Minimum Qualifications/Skill Sets:

The candidate MUST have documented experience in the following areas. Please DO NOT send candidates that do not meet these minimum qualifications.

  1. 2 Years of contract management experience
  2. 2 Years of experience in Information Technology administrative support.
  3. 4 years of experience with Microsoft Office Software.
  4. Fundamental knowledge of Infrastructure concepts.
  5. Bachelorโ€™s Degree or equivalent experience
  6. Exceptional organization and coordination skills
  7. Exceptional oral and written communications skills
  8. Ability to work as part of a team, independently, and multi-task.

Preferred Qualifications/Skill Sets:

      • Knowledge of IT purchasing for government entities. (Federal, State or Local)
      • Experience in managing high profile programs for enterprise solutions
