Job description

About the Role:

Metrics LLC is a veteran-owned federal IT and acquisition services firm. We support federal agencies with contract management, procurement operations, and acquisition lifecycle services. This team supports the Centers for Disease Control and Prevention's (CDC) internal contracting office, helping the agency award and administer contracts for public health programs โ€” everything from workplace safety initiatives to research and development support. The Contract Specialist will work remotely as part of a multi-person specialist team, processing a high volume of procurement actions from solicitation through award and contract administration.

What You'll Do:

  • Research the market for goods and services that CDC needs to buy โ€” pull pricing history, identify potential vendors, and document findings so the contracting officer has what they need to move forward.
  • Write and assemble solicitation packages: draft the documents that go out to vendors asking for proposals or quotes, prepare the formal notices that get posted to federal procurement websites, and make sure all required forms and approvals are in the file before anything goes out.
  • Manage vendor communications after solicitations are released โ€” track incoming questions, coordinate with the program office to develop answers, and ensure the process stays legally compliant.
  • Evaluate vendor proposals and quotes: work through pricing analyses, help score technical and past performance submissions, write up the findings and recommendation documents that support the award decision, and prepare debriefing summaries for vendors who were not selected.
  • Process contract awards and modifications โ€” draft the paperwork for contract changes (scope adjustments, option exercises, funding changes, close-outs), coordinate signatures, and make sure the official contract file is complete and organized.
  • Enter completed award data into the federal contract reporting database so the government's procurement records stay current and accurate.
  • Build and maintain digital contract files, deliver them on time to the government representative, and submit weekly and monthly status reports on your workload, action counts, and any open issues.
  • Jump into a team environment where individual throughput matters โ€” after your onboarding period you'll be expected to move approximately 4โ€“5 procurement actions per week to completion.

Experience & Education Requirements:

Required

  • Bachelor's degree (any discipline)
  • At least 5 years of end-to-end federal contracting experience โ€” from writing a solicitation through closing out the contract
  • Federal Acquisition Certification in Contracting (FAC-C) at any level, current or previous, or an equivalent certification from another federal agency's contracting career program (Defense Acquisition Workforce Improvement Act / DAWIA, for example) โ€” you don't need it to be active right now, but you must be able to document that you held it
  • Hands-on experience writing solicitations (requests for proposals, requests for quotes, combined solicitations) and processing contract modifications
  • Experience posting procurement notices to federal government vendor portals
  • Familiarity with the federal contract reporting database where award data is recorded after contracts are finalized
  • Ability to pass a federal background investigation and receive a government-issued ID card to access government systems; must be a U.S. citizen or have unrestricted U.S. work authorization verifiable through the federal E-Verify system
  • Comfortable working remotely with core availability Mondayโ€“Friday, 9:00 a.m.โ€“3:00 p.m. Eastern Time

Preferred

  • Prior work inside a CDC or other HHS agency contracting office
  • Experience with CDC's Integrated Contracts Expert (ICE) contract writing system
  • Experience ordering through GSA's online purchasing platform (eBuy) or other government-wide contract vehicles
  • Experience coordinating Small Business Administration 8(a) program sole-source or competitive actions
  • Experience using the Small Business Customer Experience (SBCX) review system
  • Active FAC-C Level II or Level III at time of application
  • Track record working in a high-volume shop where you regularly closed more than 100 procurement actions per year
