Job description

Job Description
The Human Resource Payroll and Benefit Manager is directly responsible for the overall administration, coordination, and implementation of the benefits and payroll function of the human resource department. Regularly working 8 AM to 5 PM,
Monday through Friday with 40 + hour work week. This position is full time, salaried, and exempt.
Duties
• Processes biweekly payroll including changes in salary/wages, employer and
employee contributions to benefit plans such as insurance, flexible benefits and
401(k).
• Processes and submits biweekly, monthly, quarterly, and annual State and
Federal payroll tax returns.
• Processes and distributes annual income tax withholding (W-2) forms.
• Assists in processing and distributing annual 1095-C forms for Affordable Care
Act compliance.
• Informs and enrolls employees in the various benefit plans offered by the
company. Monitors eligibility and makes changes as necessary.
• Maintains confidential personnel records.
• Develops and administers various human resources plans and procedures for all
company personnel.
• Participates in developing department goals, objectives and systems
• Implements and annually updates compensation program; assists in conducting
annual salary surveys and developing merit pool (salary budget); analyzes
compensation.
• Develops, recommends and implements personnel policies and procedures;
assists in annual review and update of the handbook on policies and procedures.
• Performs benefits administration to include claims resolution, change reporting,
approving invoices for payment, annual reevaluation.
• Develops and maintains affirmative action program; files EEO-1 annually;
maintains other records, reports and logs to conform to EEO regulations
• Responsible for employee terminations, exit interviews, and appropriate
documentation corresponding to the end of employment.
• Establishes and maintains department records and reports. Participates in
administrative staff meetings and attends other meetings.
• Evaluates reports, decisions and results of department in relation to established
goals. Recommends new approaches, policies and procedures to effect continual
improvements in efficiency of department and services performed.
• Trains employees on HR issues and practices; assists in leadership training.
• Advocates for both employees and company, as appropriate to individual
situations.
• Performs other incidental and related duties as required and assigned.
