Summary of Job Description: This position is an integrated member of the Head Start and Housing Leadership teams. The Program Coordinator will implement, oversee, and manage the delivery of evidence-based care for whole families using the 2-generation (2-Gen) model. This role is directly responsible to the Social Services Director and will perform oversight and leadership in monitoring the coordination and infrastructure of whole family services at the front line and at the coordination level. These activities will include, but are not limited to compliance of activities, supervision of recording, tracking, reporting, setting, and managing regular meetings of partners, developing, and establishing a regular metrics to evaluate programming both internally and with partners, developing and implementing mechanisms to engage parents in program design and oversight, hold regular case conferencing sessions with staff to promote learning. This position will oversee and supervise the Internship Program. The Program Coordinator is responsible for making sure the agency has systems and instruments that are effective in serving customers that involves a universal agency-wide application process and referral system. This position works with all Family Advocates, Home-Visitors, Housing Counselors, Intake Specialist, etc. The position will be responsible for working with the community action network to strengthen the whole family approach to serving customers.

Summary of Requirements: Requires bachelor’s degree in social work, Human Services, or related field from an accredited college/university. Master’s degree in social work is preferred. Three (3) to five (5) years of experience working in a professional capacity providing case management and goal setting/follow-up services to adults, children, families, etc. Experience in a management position with supervision responsibility is preferred. Experience in nonprofit management strongly preferred. Experience in caseload reporting, customer database systems, case note management, compliance with regulations, referral management, outreach and recruitment, and program monitoring preparation.

Communication Skills: Ability to communicate effectively and professionally using tact and diplomacy in written and verbal formats with coworkers, supervisors, customers, and vendors.

Responsibilities and Duties: The two-generation approach draws from findings that the well-being of parents is crucial to their children’s social-emotional, physical, and economic well-being. The Program Coordinator will manage and oversee the utilization of the 2Gen approach within the Head Start and Housing Programs under the key content areas of Housing Counseling, Male Involvement, Internship Program, and the Home Visiting Program, as well as cross-train staff in other agency programs.

The Program Coordinator will lead the following tasks, including but not limited to:

- Identify and recruit eligible families to participate in the Whole Family approach as a path towards self-sufficiency.

- Ensure that the most vulnerable children and families are given priority.

- Engage families and assess their needs for services and develop a plan.

- Provide information, referral and coordinating efforts to link families with appropriate resources.

- Track and monitor the progression of family goals within the project period.

- Prepare weekly and monthly reports regarding 2GEN updates timely.

- Maintain systems, database, files, etc. ensuring security of data.

- Participate in the strategic planning process by utilizing the community needs assessment and internal data.

- Oversee student and family record policies and implementation relative to 2GEN.

- Participate in annual audit, if necessary.

- Assign a coach, such as a Family Advocate or Intern, etc. to families to provide mentorship and motivational discussions.

- Participate in internal and external monitoring reviews.

- Ensure field assignments align with course requirements

- Cultivating existing partnerships and developing new relationships with colleges and universities to expand internship opportunities.

- Carrying out all aspects of the Agency’s Internship Program to include recruiting, reporting, placement, training, contract compliance, etc.

- Participates in local, state, regional, and national training, and networking opportunities

Other duties as assigned.

Licenses or Certificates:

Certification in Adult CPR, First Aid, and valid Maryland Driver’s License. Licensed Graduate Social Worker preferred.

Special Requirements:

State and Federal Bureau of Investigation Criminal Background Check, National Sex Offender Public Registry Check, Physical, Tuberculin PPD Tine Test at time of employment, and annually, or by physician requirement, thereafter, and Pre-Employment, Random, Post-Accident Drug and Alcohol testing.

Physical Demands:

Work requires moderate physical effort and the ability to lift pre-school children and or up-to 50 lbs. Unassisted. Persons who work with children are expected to participate fully in a program for active youngsters. This includes lifting young children, getting up and down from the floor, lively outdoor activities, and moving furniture.
