Job Description

The Program Manager will serve as a primary point of contact with whom the Government can coordinate performance, contractual, and personnel deliverables and issues. The Program Manager assists the project managers and technical leads in the oversight of work performed at USCIS. The Client seeks to use the agile approach throughout this contract. The Contractor is expected to follow both the Client Agile Playbook, and PMBOK principles which leverages industry terms and practices, for the engagement. Program Manager must have a minimum of ten (10) years of IT Project Management experience focusing on development projects, of which two (2) years of experience shall be in managing IT DevSecOps projects specifically. The Program Manager must at a minimum have a bachelor’s degree or two (2) additional years of experience in IT Project Management in lieu of a degree for a total of twelve (12) years of experience.

· Contract/Compliance Management – The Program Manager must ensure compliance with all contract requirements by fully understanding the details of the contract and the tasks and deliverables that are required. You will work closely with the Contracting Officer’s Representative (COR), project stakeholders, and internal teams to ensure the successful delivery of the contract.

· Staffing/Team Member Management – The Program Manager must help identify, staff, and oversee the team members needed to execute the proposed solution and meet the contract requirements. This entails working with account/capability leads to understand the right capabilities and skillsets of each required team member and locating them internally, or externally via recruiting/subcontracting channels. Once identified, you will facilitate the security clearance and onboarding of each team member. Finally, you will provide continued oversight and support of all engagement team members throughout the contract period of performance. If there are subcontractors on the engagement you are also the main point of contact (POC) for the relationship with that subcontractor and their compliance with the agreement.

· Financial Management – The Program Manager is responsible for managing the engagement’s financials including budgets, forecasts, and invoicing. You will be responsible for creating and maintaining the financial tools to track and communicate the engagement financials. You will oversee the timely submission of client invoices to ensure prompt payment.

· Performance & Quality Management – The Program Manager will be responsible for monitoring the engagement from a cost, schedule, performance, and risk perspective. You will create and maintain reporting mechanisms and channels to effectively track and communicate the overall success of the engagement.

· Team Management – The Program Manager will be responsible for looking after, and supporting the engagement team by providing motivation, removing blockers or obstacles, and promoting team health. You will share feedback with People Leaders (i.e., Performance Managers) and capability leads on each team member’s performance so that their work/contributions on the engagement are clearly understood. Additionally, you serve as the primary POC across Slalom for the engagement and build and manage internal relationships that help contribute to the team’s success.

· Client Relationship Management – The Program Manager will foster relationships with contracting officials and project stakeholders to remove obstacles, problem solve, and ensure engagement success. You will work to expand relationships within the client’s organization to bring Slalom brand awareness and help identify new business opportunities. Additionally, you will acquire knowledge of the client’s solution and organization to better serve our clients in a future advisory capacity.


Requirements

· At a minimum, 10 years of experience managing an effort the involves Technical project management and planning

· 2 years of experience shall be in managing IT DevSecOps projects specifically

· 2 additional years of experience in IT Project Management

· Strategize, implement, and maintain program initiatives that adhere to organizational objectives

  • Exceptional leadership, time management, facilitation, and organizational skills
  • Demonstrated experience executing large projects for Federal projects

· Must possess a PMP, and Agile certifications

· Solid understanding of Federal information security standards & practices

· Experience managing projects with AWS infrastructure and on-premise infrastructure

· Experience developing program assessment protocols for evaluation and improvement in accordance with quality assurance plan

· Maintain organizational standards of satisfaction, quality, and performance

· Oversee multiple project teams, ensuring program goals are achieved

· Manage budget and funding channels for maximum productivity

· Demonstrated experience managing mid-large ($10 Million Annually, 50+ people) program

Customer-Facing Program Management Duties:

· Organize, direct, and manage all aspects of contract operational support functions involving multiple complex and inter-related Agile software development project tasks that often require managing teams of contractor personnel at multiple locations.

· Provide overall direction of program activities.

· Manage and maintain contractor interface with the senior levels of the customer’s organization to monitor and report on customer satisfaction.

· Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.

· Coordinate resource onboarding activities such as completing proper paperwork, training, providing templates and other necessary tasks.

· Provide status report templates, agile templates, project plan templates and other templates for project managers.

· Analyze, assess and escalate program risks to corporate leadership

· Ensuring the development team is working effectively, by conducting regular reviews

· Creating transparency in processes and resolving conflicts

· Leading and guiding the organization in successful Scrum adoption, by streamlining processes and ensuring that every member on the team follows the Scrum framework
