About the Role

The Manager of Budget and Tax is responsible for tax, budget, forecast, financial reporting, finance/board committee materials, CFO reports, GAAP and STAT filings and audit reports.  Plans, coordinates, and directs financial planning and analysis for the organization.  Projects and manages cash and short-term investments to ensure liquidity and maximum return. Drives the preparation and analysis of tax, financial statements, audit reports, annual budgets and short-term forecasts and participates in strategic/long-range financial planning. 

To be successful in this role, you:

  • Possess a Bachelor’s degree in Accounting/Finance (required)
  • Have an active CPA (required).
  • Have 3+ years supervisory or management experience coaching and developing teams (required)
  • Have (5) years’ experience of financial planning and analysis (required)
  • Insurance and healthcare industry experience (preferred)
  • Knowledge use of Accounting SAGE ACCPAC System (preferred)

Essential functions and Roles and Responsibilities:

  • Monthly review current processes for improvement and automation opportunities to enhance financial reporting procedures.
  • Leads the preparation for all taxes, financial forecasting, operating budget, financial reporting, Finance/Board committee materials including CFO/CEO reports, annual statements/RBC, and capital budget and analysis process.
  • Provide all operating divisions with financial planning, budget support, analysis, and monitoring of actual performance.
  • Monitors actual performance against budget after month end close.
  • Analysis of the corporate financial statements and key performance .
  • Oversee development and maintenance of the budgeting and forecasting model.
  • Prepare cash flow projection and daily cash report. Develop the forecasting of cash and the elements of cash flow and the plans required to deliver them.
  • Quarterly Review of provider and vendor contracts for financial impact.
  • Annually coordinates and prepares the schedules for the year-end audit.
  • Responsible for the timely accurate reporting of company business activity and financial position.
  • Quarterly research and implement new Statutory and GAAP reporting requirements on a quarterly basis.
  • Review month-end and year-end journal entries and reconciliation of account balances.
  • Review and respond to letters from IRS, State, and Office of Insurance Commissioner.
  • Coordinate preparation of annual budget by department and activity (July to November).
  • Evaluate department budget variances monthly.
  • Prepare forecasts and financial analysis.
  • Coordination with legal and tax professionals to understand risk exposures in the non-profit environment on a quarterly basis.
  • Prepare General Administrative Expense module for HCA/Milliman .
  • Prepare Statutory exhibits, including U&I .
  • Collaborate with actuarial team on administrative development for Cascade Select and Medicare bid.
  • Collaborate with Healthcare Economics on State Only funds/BH .
  • Collaborate with New Program Integration on grants and any required .
  • Other duties as assigned.

Knowledge, Skills, and Abilities:

  • Working knowledge of internal controls
  • Excellent oral, written and communication skills
  • Comfortable presenting to groups
  • Must work well independently with little supervision.

Compensation and Benefits:

The position is FLSA Exempt and is not eligible for overtime and has a 10% annual incentive target based on company, department, and individual performance goals. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience among other factors.

  • Speaking, hearing, near vision, far vision, depth perception, peripheral vision, touch, smell, and balance.

Physical*:

  • Extended periods of sitting, computer use, talking, and possibly standing
  • Simple grasp, firm grasp, fine manipulation, pinch, finger dexterity, supination/pronation, wrist flexion

Mental:

  • Must have the ability to learn and prioritize multiple tasks within the scope and guidelines of the position and its applicable licensure requirements, many requiring extremely complex cognitive capabilities. Must be able to manage conflict, communicate effectively and meet time-sensitive deadlines.

Work Environment:

Office environment Employees who frequently work in front of computer monitors are at risk for environmental exposure to low-grade radiation.
