Title: Director of Clinical Services

Program(s) and Location: Administration (Sacramento & Yolo County)

Schedule: Full-time exempt, Monday-Friday, may require working some evenings and weekend schedules

Pay rate: $9,913.76 monthly (paid semi-monthly at $4,956.88; up to $118,965/yr)

Position Description:

The Director of Clinical Services reports to the Chief Program Officer and is responsible for overseeing and coordinating all clinical operations within the organization. The primary focus of the position is ensuring the delivery of high-quality client care while maintaining compliance with regulatory standards and promoting a culture of continuous improvement. The Director of Clinical Services leads a team of mental health professionals, including Clinical Directors, Lead Clinicians, and Clinicians, while working in partnership with Medical Providers. The Director of Clinical Services is accountable for optimizing clinical outcomes and enhancing the overall clinical experience.

Essential Duties and Responsibilities: (includes the following; other duties may be assigned)

  1. Develop and implement strategic plans to enhance clinical services, aligning with organizational goals and objectives. Continuously evaluate and adjust strategies to meet evolving healthcare needs and industry trends.
  2. Provide visionary leadership to the clinical team, fostering a culture of growth, collaboration, and innovation. Set clear expectations, empower staff, and promote professional development opportunities.
  3. Establish and implement standards for clinical care, ensuring adherence to best practices, protocols, and regulatory requirements. Implement quality improvement initiatives to enhance client safety, satisfaction, and outcomes.
  4. Optimize resource utilization, including personnel, equipment, and facilities, to maximize efficiency and productivity while controlling costs. Develop and manage departmental budgets, identifying areas for cost savings and revenue generation.
  5. Recruit, onboard, and retain qualified clinical staff. Provide mentorship, training, and performance feedback to support professional growth and enhance employee engagement.
  6. Foster effective communication and collaboration among clinical teams, as well as with other departments and external stakeholders. Promote interdisciplinary care coordination to ensure comprehensive and integrated client care.
  7. Identify potential risks and implement strategies to mitigate liability exposure. Monitor and analyze clinical outcomes, adverse events, and client complaints, taking proactive measures to address issues and prevent recurrence.
  8. Evaluate and implement technology solutions to streamline clinical processes, enhance data collection and analysis, and support evidence-based decision-making. Stay abreast of emerging technologies and recommend innovations to improve client care delivery.
  9. Build and maintain positive relationships with community partners, healthcare providers, and professional organizations. Represent the organization at community and networking events to promote clinical excellence and collaboration.
  10. Ensure compliance with relevant mental health regulations, accreditation standards, and quality reporting requirements. Coordinate internal audits and external surveys, addressing findings and implementing corrective actions as needed.
  11. Implement and train Evidence Based Practices (EBPs) within the organization, ensuring fidelity to the model in accordance with the Substance Abuse and Mental Health Services Administration (SAMSHA).
  12. Acts as a designated Mandated Reporter for the observed or suspected abuse and/or neglect of children, disabled individuals, dependent adults and elder/senior citizens. Mandated Reporter also includes “Duty to Warn” which includes the responsibility to notify authorities and the intended victim(s) of physical harm.
  13. Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the agency HIPAA Manual.

Supervisory Responsibilities:

Directly leads the clinical team in delivering exceptional client care. Set and maintain high standards, manage resources effectively, and cultivate a culture of collaboration and innovation. Promote a diverse and inclusive work environment, where every individual feel valued and respected. Responsibilities include overseeing quality assurance, nurturing talent development, and facilitating interdisciplinary coordination to achieve optimal clinical outcomes. With a focus on risk management and technology integration, the Director of Clinical Services drive continuous improvement while representing the organization within the broader healthcare community.

Education and/or Experience:

  • Master’s Degree in the field of psychology, counseling or social work.
  • Minimum of five (5) years of progressive leadership experience in clinical operations, preferably in a mental health setting, providing clinical management services.
  • Knowledge of the theories, principles and techniques of family, group and individual therapy, as well as the planning, development and implementation of comprehensive service plans.
  • Commitment to diversity, equity, and inclusion (DEI) in all aspects of leadership.
  • Strong knowledge of mental health regulations, accreditation standards, and quality improvement methodologies.
  • Experience with Medi-Cal requirements is necessary.
  • Excellent interpersonal, communication, and conflict resolution skills.
  • Ability to lead and inspire teams, drive change, and achieve results in a complex and dynamic environment.
  • Work experience with persons who have substance abuse problems, preferably individuals who are dually diagnosed (mental health & substance abuse) is highly desirable.
  • Consumer of mental health services or a family member of a mental health consumer is desirable.

Certificates, Licenses, Registrations:

  • Must meet the qualifications of a Licensed Professional of the Healing Arts (LPHA), possessing a valid California License in one of the following professional categories:
    1. Licensed Clinical Social Worker (LCSW)
    2. Licensed Marriage and Family Therapist (LMFT)
    3. Licensed Professional Clinical Counselor (LPCC)
  • Possess a valid California Driver’s License and current vehicle insurance. Driving record must meet, and continue to meet, the underwriting standards established by the generalized driving guidelines used by our insurance broker. Must provide proof of insurance.
  • Must have at least 3 or more years of driving experience.

Other Skills, Abilities, and Job Requirements

  • Ability to pass clearance of the Federal Bureau of Investigation (FBI) and/or Department of Justice (DOJ) background screenings.
