Summary: This position provides leadership support & a comprehensive commitment of service to employers & partner services as a member of Career Path Services & the Talent Solutions Team (TST) at WorkSource Spokane. This position is charged with developing & implementing innovative, solution-based strategies for performing the duties associated with supporting the community's shared economic & workforce development goals. The TST Lead works on & assists in leading a team that provides a variety of services with the purpose of connecting Spokane businesses to job seekers & provided oversight & supervision support to Goodwill team members working on the WorkSource campus. Must pass Background & driver record check.

Education &/or Experience: Bachelor's degree from four-year college or university; or one to two years related experience &/or training; or equivalent combination of education & experience.

Essential Duties & Responsibilities include the following:

  • Assist with the management of the day-to-day operations of the TST with guidance & leadership from the Program Manager & Director of WorkSource System Advancement & Development.
  • Serve as the primary point of contact for Goodwill support staff on the WorkSource campus & provides support for local businesses to discuss & receive WorkSource Campus/Talent Solutions Center services in Spokane County.
  • Create/maintain a working environment that motivates staff, fosters innovation, & ensures a high level of staff morale while meeting performance targets.
  • Develop/maintain a work plan that aligns with the goals/performance targets of each funding source & each prescribed Scope of Work within the TST & is agreed to by all agencies employing TST staff.
  • Engage job seekers, partners, & businesses in a coordinated effort to place/retain job seekers in self-supporting employment within the targeted industry. Possess knowledge of partner program services & employer staffing needs.
  • Utilize fact-finding, active listening, analytical, & presentation skills to identify employer needs & develop staffing plans to meet those needs.
  • Contact employers to identify job openings & assist in developing/implementing hiring, retention, & wage progression plans.
  • Meet/exceed all commitments within the agreed timeframe.
  • Expand business relationships into areas not previously considered "traditional" business services.
  • Establish business/service (training/education) provider networks that include an array of service providers who can help meet the needs of business & broker the provider/business relationship.
  • Work in collaboration with management, employers, team, & partners, to develop & implement a comprehensive strategy to include goals, objectives, activities, & timeframes for successfully accomplishing all contractual & program elements.
  • Plan, prepare, & present workshops, seminars, & proposals to groups & individuals.
  • Facilitate business/community/industry panels to identify industry trends, current/future staffing needs, job skills, & training requirements. Engage businesses with job seekers to provide relevance based on industry needs & expectations.
  • Develop/expand/maintain working relationships with partners/employers/fund sources that achieve desired outcomes by identifying needs, developing solutions, establishing goals, & executing plans. Timely, consistent, & professional communication is essential to the success of the program.
  • Collaborate with team/partners/& businesses to develop comprehensive recruiting & service delivery plans & execute the plans to achieve goals.
  • Develop a comprehensive tracking process. Use results data to evaluate plan effectiveness & modify activities.
  • Other duties as assigned.
