POSITION SUMMARY:

The Grants Administration and Compliance Manager position is a full-time, salaried position with benefits, primarily responsible for oversight of the post-award lifecycle of all grants for the organization including those received for and from Great Rivers Greenway Foundation. Duties include identifying, monitoring, tracking and reporting required information for all grants received either directly or through a partner when grant requirements are passed through. The position will work with Great Rivers Greenway projects managers and accounting and administrative staff to develop an overall grant tracking system to enable the organization to efficiently monitor, track and report the existing and future portfolio of grants. This position demands considerable experience with governmental grants administration and/or compliance, high attention to detail, ability to research and analyze wide range of sources for technical and programmatic grant information, strong understanding of finance and accounting, good communication skills, and dedication to the team and mission.

This position works in a team environment with internal staff and external partners throughout the lifecycle of grants and includes budgeting, invoicing, financial reporting and other activities relating to grant administration and compliance. While the primary focus will be on post-award tasks, review of grant requirements at the application phase will be important in order to plan for and fulfill grant obligations.

SALARY RANGE: $65,245 - 94,606, commensurate with experience

ESSENTIAL FUNCTIONS:

  • · In collaboration with relevant staff, develop and implement internal process, system and controls required to administer, track and report grants
  • · Identify grant-specific reporting requirements that may include (but not be limited to): procurement, project costs, schedules, action items, funding status, performance measures and other elements. Participate in single audit.
  • · Administer grants, grant data and grant reporting for all Great Rivers Greenway and Great Rivers Greenway Foundation grants
  • · Compile and deliver or assist with periodic grant reimbursement and related compliance requests.
  • · Assist in cash flow projections and budgeting forecasting in preparation and implementation of annual Capital Budgets and other budget reporting requests.
  • · Administer the funding source allocations against applicable budget, contract and/or scope components of projects.
  • · Manage compliance of grant requirements with project managers to ensure grant awards, program and project outcomes are achieved.
  • · Compile, analyze, maintain and prepare data reports, dashboard and analytics for distribution to internal and external stakeholders.
  • · Manage program agreements, reporting and renewals, as needed
  • · Review relevant components of grant applications in order to understand and prepare for post-award obligations.
  • · Review and interpret current guidance that includes applicable laws, regulations, standards, policies and procedures for applicable grants including Missouri Department of Transportation’s LPA (Local Public Agency) process and requirements.
  • · Maintain professional development and seek out best practices for organizational grants administration and compliance.
  • As needed, educate and consult with staff about grant requirements and compliance.

POSITION QUALIFICATION REQUIREMENTS:

Education

Bachelor’s degree in Landscape Architecture, Engineering, Urban Planning, Public Administration, Parks and Recreation, Construction Management or related field.

Experience

  • Three (3) to five (5) years of related, progressively responsible experience
  • Experience working with local, state and federal grants administration, compliance and reporting
  • Understanding of municipal or state and federal government processes in procurement and contracting procedures and financial reporting preferred

Skills & Abilities:

  • · Be self-directed, team-oriented and possess sound judgment.
  • · Ability to recommend procedures to aid in the efficient tracking, reporting and compliance with grants.
  • · Ability to conduct evaluations and analyses and present findings
  • · Familiarity and experience with financial and project control software
  • · Ability to research and analyze an array of sources for technical and programmatic information
  • · Ability to synthesize and present technical information to a variety of audiences.
  • · Well-developed communication skills.
  • · Strong understanding of local, state and federal grant eligibility criteria, award process and requirements, reporting and compliance requirements.
  • · Familiarity with the Missouri Department of Transportation’s Local Public Agency (LPA) policy and process.
  • · Experience with Department of Transportation grants, Federal Highway Administration (FHWA) and other federal and state transportation programs a plus.
