Job Description

Fathom Management is seeking an experienced Lead IT Acquisition Analyst. This position will provide senior level acquisition support and assistance.

Responsibilities:

  • Provide senior level acquisition support and assistance.
  • Provide complex project management in acquisitions for groups of seven (7) or more personnel, including developing and executing budget requests, scheduling, prioritizing, and monitoring of contractor performance in these areas for assigned projects.
  • Conduct reviews and approve project plans and ensure proper execution; validate project budget requirements and budget documentation; oversee monitoring of the overall status of assigned projects ensuring the acquisition support activities are completed as outlined in the SOW; ensure corrective actions are taken when variances are detected; review project costs to ensure proper use of funds; and, manage planning, research and development aspects of assigned projects.
  • Provide senior level support and assistance in coordination and oversight of acquisition projects.

Minimum Educational and Experience Requirements:

  • MA/MS degree in either law, business, finance, contracts, purchasing, economics, communication, project/program management, quantitative methods, or organizational management.
  • Over ten (10) years of relevant experience in conducting comprehensive acquisition and acquisition support activities as required by the SOW, which includes at least five (5) years in an acquisition supervisory/leadership role. Substitution for the MA/MS degree: Bachelor's degree plus sixteen (16) years' work experience in conducting comprehensive acquisition and acquisition support activities, with at least five of the sixteen (16) years' experience in a supervisory/leadership role.
  • Professional certification as a Project Management Professional (PMP), or Program Management Professional (PgMP).

Additional Required Knowledge and Skills:

  • Ability to communicate effectively, both orally and in writing
  • Manage the internal relationship with information technology (IT) task managers and internal customers assisting with the defining and updating requirements
  • Demonstrated ability to lead IT Integrated Project Teams (IPT)
  • Facilitates the effective exchange of information between stakeholders at all levels by sponsoring regular meetings, teleconferences and coordinating sessions to ensure all critical parties are informed and involved in decision making activities
  • Experience developing IT statements of work
  • Experience developing IT requirements
  • Strong understanding of IT network and IT security operations
  • Understanding of software development, fielding, testing, operations, and maintenance
  • Ability to manage IT contract life cycles and reduce PALT times.
  • Ability to conduct detailed research and analysis of technical and cost data • Ability to read and interpret procurement policy, regulations, and directives
  • Ability to develop and complete without assistance, complex acquisition packages, research acquisition issues, advise customers and other internal contracting staff on specific assigned acquisition issues.
  • Ability to provide clear leadership, technical direction, and training to designated acquisition personnel.
  • Develop and implement checklists, quick references, and procedures for contract management and administration to ensure compliance with policies and procedures
  • Key contact and subject matter expert for complex IT service agreements as well as enterprise software, infrastructure, and telecom contracts
  • Ability to supervise and manage other contractor acquisition personnel.
  • Proficient in various types of information technology resources such as Microsoft Office including Word, Access, (Especially Excel), and PowerPoint
  • Be adept in the operation and utilization of contemporary office machines (i.e. copying equipment, fax machines, scan)
