Area Function
The position fits into both Episcopal Migration Ministries (EMM) and the Finance Office, which includes the Treasurer’s Office and the Controller’s Office.
- The Treasurer’s Office manages the operating cash and the long-term assets of the Society, including the endowment portfolio and charitable trusts and oversees the administration and management of the budget.
- The Controller’s Office, records, and processes all financial transactions for the Society, assists the Treasurer in developing and monitoring budgets; and works with the Society’s independent auditors to implement appropriate controls to safeguard assets and resources of the Society.

- EMM acts in covenant with individuals and partners to ensure the equity of all voices as they work to serve, engage, and sustain the mission.
- EMM (as one of ten other national faith-based and secular agencies), carries out a national program of refugee resettlement through a public/private partnership with the US government, holding contracts with both the Department of State/Bureau for Population, Refugees, and Migration (DOS/PRM); and the Department of Health and Human Services, Office of Refugee Resettlement (HHS/ORR).
- EMM resettles refugees from across the world regardless of their national origin, race, or religion, through a network of affiliate offices nationwide, linking these affiliates with Episcopal dioceses and parishes that together carry out the ministry begun over 75 years ago to relieve the burden of the world’s suffering through refugee resettlement and immigration assistance. EMM’s mission and mandate is to “welcome the stranger” among us.
Job Summary
In close consultation with the Director of EMM and the Controller, the incumbent ensures compliance with government grant awards by interpreting fiscal requirements to EMM’s network of affiliates and by compiling and preparing fiscal reports. The incumbent is also responsible for collecting and monitoring grant vouchers.
Reporting RelationshipsThis position reports to the Director of EMM and ensures the completion of required fiscal obligations relevant to EMM. The position is the link between the finance office and EMM.
Duties & Essential Job Functions
Principal Responsibilities
Federal Grants Disbursements and analysis
Maintenance and consolidation of the EMM network financial reports
General Ledger management of the Travel Loan department.
Federal Grants Quarterly reports submissions and reimbursements
General Grants Management and Compliance
Supervision and leadership
Financial monitoring of affiliates, webinars on risk assessment and internal control procedures.
Other Functions And ResponsibilitiesAs a member of Episcopal Migration Ministries, this position is accountable for ensuring that The Episcopal Church refugee program remains in compliance with federal grant reporting requirements, for exploring methods to improve the quality of reports, and for interpreting and improving the reporting procedures of affiliates. It accounts for income received, collects grants awarded, and allocates receipts and expenses to appropriate accounts.
Key accountabilities include collaboration with Episcopal Migration Ministries in budget preparation; processing and monitoring federal award disbursements; collection, preparation, and submission of various financial reports, especially schedules related to A-133 federal audits for the Church and for affiliate partners. This position supervises other EMM finance staff members.
The incumbent is expected to perform physical monitoring of four affiliates annually.
Qualifications- Bachelor’s degree. A minimum of five years of accounting experience is preferred.
- Five years of working knowledge in an administrative capacity
- Supervisory experience skills
- Previous experience working with federal grant awards required, preferably in the refugee resettlement field.
- Ability to manage multiple priorities, to work effectively under pressure and meet deadlines.
- Ability to work effectively and productively with government agencies.
- Computer fluency:
- Blackbaud Financial Edge or other accounting software.
- Excel Spreadsheet, database, and word-processing applications
- Electronic banking applications
- Negotiation skills
- Strong written and oral communication skills
- The ability to work collegially and independently.
Required
- Bachelor’s degree in accounting/finance/business management
- A minimum of five years of accounting experience is preferred.
- Five years of working in an administrative capacity
- Supervisory experience skills
- Experience with Non-profit accounting is necessary.
