Job Description

GENERAL DESCRIPTION

This position performs skilled labor and applies skills and knowledge of the cross-connection control program and water distribution. Responsible for implementing the cross-connection control program and filed management of all cross-connection inspections. Work is carried out under the general supervision of the Utility Foreman.




ESSENTIAL JOB FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • Performs scheduled maintenance of backflow preventer and all tasks related to the cross-connection control program as well as the water distribution system.
  • Eliminates hazards and potential for contamination to potable water lines. Installs, tests, and repairs backflow prevention devices.
  • Responsible for line break repairs, responds to calls pertaining to low PSI, conducts meter "turn-ons" and "turn-offs," and troubleshoots meters due to lack of water flow.
  • Writes inspection reports and notifies customers of violations.
  • Inspects premises for cross connections; certifies backflow prevention devices on new construction or remodels when building permits have been issued.
  • Troubleshoots and responds to complaints on backflow prevention devices within the City's water distribution system, meet with customers to discuss their backflow prevention needs and advises them when upgrades are required.
  • Conducts annual maintenance at lift stations, including inspections, repairs, or rebuilds.
  • Responds to emergency situations while on-call, such as, main break, emergency shut downs, etc.
  • Uses personal protective equipment (PPE), hand tools, power tools, pneumatic tools, transit level, specialized equipment, boom truck, portable generator, dump truck, vacuum combination truck, heavy equipment, and multimeter.
  • Performs any other duties or tasks as assigned.



KNOWLEDGE, SKILLS & ABILITIES

  • Ability to repair water and wastewater piping systems without supervision.
  • Knowledge of power tools and heavy equipment, their functions, and capabilities.
  • Knowledge of occupational hazards and safety precautions of the work environment.
  • Ability to read, interpret and apply construction plans.
  • Ability to lead crew during supervisor's absence.
  • Knowledge of water distribution and applicable codes and regulations, such as Florida Building Codes, applicable plumbing codes, EPA, etc.
  • Knowledge of plumbing and backflow repair. Ability to identify safety hazards.
  • Ability to work overtime, weekends, holidays, and 24-hour stand-by or on-call duty, as required.
  • Ability to exercise sound judgement and react effectively and efficiently to urgent situations.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments, and agencies.



MINIMUM QUALIFICATIONS

  • High school diploma or valid equivalent.
  • UF TREEO backflow preventer testing/repair certification.
  • Cross connection inspector certification or able to and will obtain within one (1) year of hire.
  • Class C Wastewater Collection certificate and/or Water Distribution Level 3 Operator license or able to and will obtain within one (1) year of hire.
  • OSHA 10 Hour certification or able to and will obtain within one (1) year of hire.
  • Valid State of Florida Class B Commercial Driver's License (CDL), with tanker vehicle endorsements or be able to acquire within 120 days of hire.
    • If a candidate does not have a valid State of Florida Class B CDL, the candidate must have a valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.




JOB LOCATION

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.




ADDITIONAL POSITION INFORMATION

  • Physical Requirements: Frequent standing, walking, sitting, bending, stooping, pushing/pulling up to 50 lbs., digging, kneeling, and lifting up to 50 lbs. Occasional reaching overhead and climbing.
  • Environmental Conditions: Exposure to extreme temperatures/weather, strong odors, toxic agents, smoke/dust/pollen, humidity, animals, electrical currents, explosives, bright/dim lights, noise extremes, vibrations, machinery, and traffic hazards.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, color, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
