Job Description

Position Title: Manager of Transmission Operations and Maintenance

Dept., / Section: Transmission / Operations & Maintenance

Reports to: Director of Transmission Operations

Location: Atlanta, GA (*On-site)

* Incumbent must work in office in Atlanta four (4) days per week and may work remotely one (1) day per week with manager approval

Summary:

Under functional guidance, leads the Transmission Operations and Maintenance department including oversight of MEAG Power’s transmission system assets. Establishes department procedures and standards, and manages overall activities. Manages operations and maintenance personnel and contractors as well as load requirements to ensure system reliability for transmission assets. Represents company on various regional and national committees involving operation and maintenance of transmission systems. Ideal candidate will be considered as an option to cover discrete periods of 24-hour on-call for emergency system restoration including management of resources and materials.

Scope of Responsibility:

Responsible for developing, controlling, and maintaining approximately $1.5 million for A & G and Capital expenditures, and over $20 million contracted maintenance and operation expenditures for $770+ million of transmission assets. Interaction with non-MEAG Power employees include 49 MEAG Power Participants, suppliers, system operators and monitoring centers among others. Implements company procedures.

Transmission O&M Manager directs two (2) supervisor positions as detailed below.

  • Directs one (1) Supervisor of Transmission Maintenance Center (TMC) position including seven (7) indirect technical reports that provide 24x7x365 system monitoring for MEAG Power’s EMS/SCADA system and transmission capacity sales within the Open Access Same-Time Information System (OASIS).
  • Directs one (1) Supervisor of Transmission O& M and Training position that has three (3) indirect technical reports that support transmission billing, maintenance, and training.

Key Responsibilities/Accountabilities:

  • Establishes department procedures and standards in accordance with company programs, policies, and initiatives to ensure that activities are carried out in a timely and professional manner. Manages overall activities of the department.
  • Responsible for North American Electric Reliability Corporation (NERC) standards compliance activities, including but not limited to, PRC-005-6, PRC-08, PRC-011 that are applicable to substation equipment including batteries and relays.
  • Responsible for NERC compliance activities, including but not limited to, FAC-003-5 Vegetation Management for transmission line assets including oversight and management of Georgia Power Company (GPC) who manages the bulk of the scheduling and work to complete climbing and ground line inspections, establishment of clearing cycles, identification and removal of danger trees, etc.
  • Responsible for MEAG Power’s annual Transmission Operations and Maintenance budget and internal budget submittal.
  • Monitors monthly expenditures to ensure the department remains within budget.
  • Negotiates and administers Transmission Operations, Maintenance, and Spare Parts and Equipment contracts.
  • Responsible for issuing Maintenance Authorization Requests (MAR’s) to GPC or Georgia Transmission Corporation (GTC) that addresses a wide variety of items covered by the GPC Operations and Maintenance agreements such as repair/replacement of batteries, transmission structures, relays, breakers, regulators, grounds, fences, erosion damage, etc.
  • Responsible for verifying GPC’s overall successful completion of operations, maintenance and repairs for items covered by contracts and assigned directly through MAR’s.
  • Responsible for monitoring and tracking outage history for both momentary and sustained outages, determining causes, comparing MEAG Power and relevant competitors to historical data for these categories, and adjusting maintenance types and intervals to achieve cost effective results.
  • Responsible for comparing condition-based maintenance to time-based maintenance to determine optimum mix of maintenance practices, including application of newer technologies to provide enhanced monitoring (i.e., remote DGA, infrared, bushing monitoring/testing, etc.).
  • Works with other departments within Transmission to solve problems, coordinate schedules for maintenance and capital work for new and existing substations and transmission lines, address access issues, ensure design considers spacing and layout of existing and new substations to allow for equipment replacement, maintenance, etc.
  • Indirectly manages several of the operations, maintenance, Monitoring Center personnel and contractors. Responsible for associated employment issues, including hiring, discipline, performance appraisals, and salary adjustments.
  • Works with municipal electric distribution systems, GPC Transmission Control Center, and GPC Field Services for day-to-day and emergency operations of the MEAG Power’s assets with the Integrated Transmission System (ITS). On 24-hour call for emergency system restorations. Provides guidance to GPC Field Services for the restoration of MEAG Power substations and transmission lines affecting MEAG Participants.
  • Manages operations and maintenance activities including contract negotiation, administration, scheduling, budget tracking and coordination with other MEAG Power responsibility centers.
  • Represents MEAG Power on various committees involving transmission operations, maintenance, testing and protection.
  • Other duties and special projects as assigned.

Qualifications:

Generally, requires at least a BS degree in electrical or mechanical engineering and at least eight to 10 years of related experience in the utility industry with direct experience in Transmission maintenance and operations. At least half of the management experience must include direct supervision of other technical and professional individuals. Must include project management skills. Must have excellent written and verbal communications, along with interpersonal and time management skills.

In addition, this manager must have superior oral and written communication skills, must be completely reliable and must be able to diagnose and solve transmission system related problems. This manager must be able to work effectively with key customers (Participants), other internal MEAG Power departments, and external entities (GPC, GTC, Southern Company, SERC, NERC, etc.) that depend on MEAG Power transmission operations and maintenance information, compliance information, and other transmission related information.
