General Summary

Oversees all aspects of Strategic (Growth), Operational (Customers), and Organizational (People) activities within their accounts with a keen focus on data-driven decision-making. This pivotal role involves developing and implementing strategies to efficiently deliver services and/or products to government agencies while ensuring compliance with regulations and contractual requirements. The Director of Operations collaborates closely with Executive Leadership, Centers of Excellence, Operations Managers, Project Managers, Joint Venture (JV) Partners, Key Vendors, and Cross-Functional teams to optimize performance, drive strategic excellence, drive operational excellence, drive organizational excellence, and achieve business objectives by harnessing the power of data insights. This role requires strong leadership, strategic thinking, operational expertise, and a deep understanding of government contracting processes with a commitment to leveraging data analytics for informed decision-making.

The Director of Operations assumes a pivotal role in guaranteeing the seamless delivery of contracted services and/or products to government agencies, all while upholding compliance with pertinent regulations and contractual stipulations. This position demands a blend of strategic acumen, effective leadership, operational proficiency, and an unwavering dedication to utilizing data-driven insights for informed decision-making. These efforts are aimed at enhancing performance and attaining organizational goals with precision and efficiency.

Essential Duties and Responsibilities

  • Manage Growth Strategy: Support Business Development in increasing MSS market share, up-sell and cross-sell activities on existing business and increase self-performance on existing business.
    • Participate in Capture Management To Pursue New Opportunities
    • Participate in Business Development Gate Reviews For Proposal Management
    • Review and Approve RFPs
    • Manage SalesForce Pipeline
  • Manage Service Strategy: Oversee the entire contract lifecycle from startup to full operating capability. Deliver a service that’s high quality, in compliance with safety standards, and in compliance with the contract. Utilize data analytics to inform decision-making processes related to proposal development, negotiation, execution, and compliance.
    • Lead Project Startups For New Business Wins
    • Conduct Customer Visits Per The Customer Engagement Plan
    • Conduct Jobsite Visits and Inspections; Implement Corrective Actions if Necessary
    • Review Jobsite Monthly Reports; Evaluate Performance and Compliance
    • Negotiate Contract Modifications with Government Personnel
  • Manage Data-Driven Strategy: Develop and execute operational strategies driven by data insights, leveraging analytics to identify opportunities for improvement and optimize performance.
    • Enforce Maximo Implementation and Work Control Procedures
    • Ensure Data Integrity For Inventory, Throughput Rate, and Operational Expense
  • Manage People Strategy: Nurture employee growth and culture with structured processes. Support HR in building a robust end-to-end Hire-To-Retire (H2R) process.
    • Enforce Policies and Procedures
    • Provide Oversight and Supervision To Regional Managers and Jobsite Project Managers
    • Provide Contract Support and Interpretation To Regional and Project Managers
  • Other Duties as Assigned

Knowledge and Experience Requirements

  • Bachelors Degree required
  • 10 years experience in government contracting and financial administration managing customer expectations
  • Must pass OSHA 10 hour safety course
  • Ability to travel up to 25% of the time

  • Knowledge: In-depth understanding of government contracting processes, regulations (such as FAR, DFARS), and compliance requirements.

  • Strategic Thinking: Strategic mindset with the ability to develop and implement operational strategies driven by data analytics that drive business growth and success.
  • Attention to Detail: Meticulous attention to detail and a commitment to ensuring accuracy and compliance in all operational activities, informed by data analysis.
