Job Description

Position Title:  Acquisition Management Support II

Position Locations:  Stafford / Quantico VA and Washington DC

Position Requirements/Primary Responsibilities:  The Acquisition Management II provides Program Executive Offices (PEO) Digital Portfolio Managers and Service Owners assistance with managing programs and controlling cost, schedule, and performance mapped to portfolio objectives. The Acquisition Management II assist PEO Digital Portfolio Managers and Service Owners with preparing and reviewing required acquisition documentation in accordance with DoD, DON and local policy and performing analytical and administrative tasks to include:

  • assist Portfolio Managers and Product/Service to successfully accomplishing program objectives via milestones and acquisition decision events. These include, but are not limited to, the following reviews and decision points: PEO Digital Program Decision Reviews, DON Chief Information Officer Clinger-Cohen Act (CCA) submissions, DON Gate Reviews / Portfolio Sufficiency Review, Investment Review Board (IRB), Milestones (MS)/ATP decision events with the Milestone Decision Authority (MDA)
  • apply knowledge of DODI 5000 Series, the Adaptive Acquisition Framework, and the DoD Acquisition Pathways, to research and analyze IT acquisition issues.
  • develop sound recommendations utilizing applicable laws and statutes, Department of Defense/Department of the Navy/United States Marine Corps (DoD/DON/USMC) regulations and implementing directives for requisite acquisition pathways, IT Service Management and IT Infrastructure Library (ITIL) frameworks, total ownership cost goals, and applicable IT industry standards.
  • support and participate in acquisition, production, transition, and integration efforts conducted at working group meetings, Integrated Product Team (IPT) sessions, in- process reviews, and other meetings, prepare meeting materials and briefs, and summarize programmatic impacts.
  • support the resolution of internal and external acquisition datacalls.
  • support the execution of acquisition planning and efficiency initiatives related to PEO Digital
  • apply knowledge of DODI 5000 Series, the Adaptive Acquisition Framework, and the DoD Acquisition Pathways, to the development of program acquisition documentation for all phases of the acquisition life-cycle.
  • assist in preparation, maintenance, analysis, review, delivery and tracking of acquisition documentation.
  • Assist in executing the PEO Digital consolidated Risk, Issue, and Opportunity Management (RIOM) Processes.   Review and recommend updates to risks and issues within the RIO database.
  • Provide status reports to the cognizant Portfolio Manager, Deputy Portfolio Manager, Service/Product Manager, Service/Product Owner and IPT leads, which delineate all existing high and medium risks/issues and mitigation/management/handling plans


Education and Experience Requirements:
 
  • Bachelor’s Degree
  • 3+ years of professional DoD acquisition experience
  • ITIL Foundations V4 Certification is desired.
Skills and Abilities:  
  • Possess working experience of the acquisition processes and policies as outlined in the DoD 5000.01, DoDI 5000.02 and SECNAVINST 5000.2
  • Possess knowledge of the Adaptive Acquisition Framework and DoD Acquisition Pathways
  • Possess the capability to lead tasks which involve tracking risk and providing constant status or process oversight
  • Possess an ability to work independently and synchronizing tasks with cross‐functional teams
  • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact both orally and in writing, among a variety of audiences at program levels
  • Proficiency in Microsoft Office, particularly MS Word, Project, Excel, and SharePoint

SECRET CLEARANCE REQUIRED

Salary Range - $85,000 to $95,000
