Job Description

The City of Bowie is seeking a proven professional to provide program and project management support to the Director and Assistant Director of the Community Service Department, focusing on community engagement, operations, and grants management. The Community Outreach Program Manager oversees the City’s multi-tiered volunteer programs for adults and students.  The Program Manager serves as liaison to the Arts, Community Outreach, Diversity and Education committees, including committee-based project and special event management. In addition, the Program Manager serves as the City’s representative on the governance board of the Bowie Center for the Performing Arts and staff liaison to the Bowie Food Pantry and the Bowie Chamber of Commerce.  In addition, the Program Manager oversees Education and Outreach grants programs and the Arts and Education scholarship programs. The Program Manager administers the City’s public art program and provides research on issues related to education for the City Manager and Council. The Program Manager assists the director and assistant director with preparation of the Continuity of Operations Plan,  Consolidated Annual Performance and Evaluation Report, and other special projects and programs in the Community Services Department.

 

ESSENTIAL JOB FUNCTIONS:

Represent the department and City by attending meetings, educating the community, making presentations, and making connections to support program efforts.

·         Perform liaison activities with community partners, including local government agencies, community groups, schools, art organizations, recreation/sports groups, and other organizations serving the community.

·         Manages and oversees the City’s volunteer engagement programs (teen and adult), with specific emphasis on servicing seniors and disabled residents. Programs include management of the Teen Job Bank and Neighbors Helping Neighbors.

·         Serves as staff liaison to the City’s Arts, Community Outreach, Diversity, and Education Committees. Plans, implements, andevaluates activities of each of the committees.

·         Administers Committee Grants and Scholarship programs.

·         Facilitates committee presentations to City Council. May present information related to committees or other special projects as assigned.

·         Maintains partnerships with County and State representatives on issues related to Education, Arts, Diversity, and Outreach.

·         Oversees multiple citywide committee projects, programs, and events.

·         In partnership with social services entities, coordinates outreach events and programs that benefit the residents of Bowie. Key staff liaison to social services entities in the performance of these programs.

·         Collaborates with the Grants Office in providing cyclical CAPER reporting and with the Emergency Management Office on annual departmental updates of the Continuity of Operations Plan.

 

MINIMUM QUALIFICATIONS:

 

·         Bachelor’s degree in public administration, business, communications, history, social sciences, or recreation.

·         Valid driver’s license

·         Experience in community outreach and, civic engagement, public affairs, community relations, with a concentration in at least one of the following areas: public arts, education, grants management, volunteer management or diversity, equity and inclusion programs.

·         Experience with program management.

 

PREFERRED QUALIFICATIONS:

 

·         At least three years of experience in community outreach and engagement with a concentration in one of the following areas: public arts, education, grants management, volunteer management or diversity, equity and inclusion programs.

·         Experience with program and project management.

 

Salary:   $72,966 Annually
