General Summary

Rise Broadband is seeking an experienced Vice President of OSP (Outside Plant) Engineering to spearhead our ambitious Fiber Wireless Hybrid Network initiative. Reporting directly to the Chief Technology Officer, this role will be pivotal in the realization of Rise Broadband's next generation network across our expansive 16 state footprint. This position will report to the Chief Technology Officer and will be responsible for all aspects of design and engineering to meet Rise’s aggressive deployment schedule. The Vice President of OSP Engineering will develop and managed the FTTH, Transport and Fixed Wireless design teams that are critical to the success of the program. The Vice President of OSP Engineering will work closely with the VP of Network Deployment and VP of Program Management to ensure that designs maximize our goal to bringing the best broadband communications to Rural America.

Essential Duties/Responsibilities

  • Responsible for ALL FTTH and fixed wireless planning
  • Develop FTTH, wireless, transport design teams including staffing, contracting, and training necessary personnel to meet deployment plan requirements
  • Identify and implement systems and tools to create a best-in-class network engineering/planning workflow
  • Analyze and leverage Rise Broadbands existing network to create plans that produce unique, fast to deploy, high speed and high availability FTTH and Fixed Wireless Hybrid Network
  • Identify, negotiate, and onboard high quality engineering vendors that ramp to meet the engineering needs of the deployment plan
  • Fiber market planning: lead the development of the business case for market expansion and approval by creating high-level market designs & market feasibility studies
  • Create standards, efficient workflows, and best practices resulting in optimized engineering, operations, and service delivery practices.
  • Develop strong teams; promote productivity, accountability, and community spirit
  • Establish data-driven performance metrics
  • Financial management. Manage departmental budgets, provide departmental forecasts and maintain monthly tracking.
  • Cultivate innovation, creativity, teamwork, accountability, and professional growth of the network teams
  • Initiates communications and collaboration with peers, clients, vendors, and all levels of management, and stakeholders on an ongoing basis to achieve objectives and meet commitments

Job Requirements

  • 12 + years of industry experience in telecommunications or other relevant industry disciplines with direct experience leading network engineering and operations teams (30 + people). Specific experience as a network architect, implementor & troubleshooter is a plus.
  • Strong fiber -based systems knowledge with focus on Ethernet, DWDM, Active-E, GPON based network systems
  • Strong fixed wireless experience with a focus on Cambium and Tarana platforms.
  • Bachelor’s degree required; Master’s degree preferred.
  • Demonstrated, on-the-ground experience in the design and deployment of fiber networks
  • Experience contracting and managing 3rd party engineering resources
  • Ability to quickly analyze information and transfer into a business plan/proposal
  • Strong verbal and written communications skills
  • Demonstrated ability to work collaboratively with a team to optimize plans and results
  • Effective prioritization and project management skills

Working Conditions

  • Employee remains in the sitting position for prolonged hours. Employee is occasionally required to stand, walk, use hands to handle or feel objects, tools or controls; reach with hands and arms; talk and hear. Employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  • Working conditions may include being in an open (shared) cubicle/workspace area.
  • Must be able to work safely in a field or office environment. Must be adept at working in adverse weather conditions.
