Job Description

SUMMARY

Under the general direction of the Senior Cost Analyst and with a comprehensive knowledge of accounting theory, principles, and practices, performs a variety of complex functions in accordance with generally accepted accounting principles (GAAP), MARTA policies and procedures and federal and state regulatory requirements; Interprets, records, and analyzes financial transactions and prepares reports using the Oracle Enterprise Resource Planning (ERP) modules and other financial subsystems to include General ledger, Assets, Payables, Payroll, Labor Distribution, Investments, Projects and Receivables/Revenue. Provides a variety of financial information to users through the processing and preparation of various components of financial statements, as well as performing a wide variety of accounting and business analysis functions. Provides Assistance in completing various reports and analyses. Responsible for complex professional level accounting projects. Provides guidance and support to Accountant II, Accountant I and Accounting Specialists. Executes major assignments required to meet the Authority's strategic business and financial objectives. Assists management in devising more efficient, effective and productive means of meeting strategic objectives. Performs duties that have a significant impact on financial reporting for the Authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Performs financial analysis in assigned area to support preparation of the Office of Accounting production of biweekly, monthly, quarterly and annual financial reports. Records and analyzes accounting activities and maintains integrity of the Oracle ERP system to include investments, inventory, accounts receivable, general ledger, projects, assets, payables, payroll, labor distribution and activity-based costing.

2. Analyzes and records revenue from various sources (FTA and State of Georgia grants, the local sales tax, Breeze fare system, real estate leases, lease leaseback activity, investments, and advertising) in compliance with MARTA policies and procedures, GAAP and statutory requirements.

3. Determines proper classifications, verifies authorization and approved funding in processing disbursements to vendors. Maintains contract payment record for Board approved multi-million dollars contracts and provides records to internal or external auditors as requested; Acts as team leader for Accounting Specialists.

4. Supports the Payroll accounting function in accurately processing the biweekly payroll for MARTAs 4,600+ employees, determining third party deductions and performing tax reporting requirements in accordance with MARTA policies and procedures, the Amalgamated Union Contract Agreement and applicatory Federal and State statutory requirements.

5. Analyzes financial transactions for multi-million dollars sales tax bonds and other creative capital financing transactions to ensure proper reporting. Analyzes bank activity, a complex concentration banking account, pension and medical cost.

6. Extracts information from the Oracle ERP system to determine whether applicable expenditures are capital or operating; maintains subsidiary fixed assets ledger; performs inventory of capital assets.

7. Performs research and analysis of revenue, expense and balance sheet accounts to ensure accuracy of accounting information.

8. Provides analytical support and expert advice to managers and executive level staff in support of the strategic business planning process as it relates to project costing and financial reporting.

9. Processes payment batches for payables, risk management and payroll related disbursements.

10. Performs other related duties as assigned.

Follow the work practices and standard operating procedures for this position. Use and/or wear the appropriate equipment, protective devices or clothing that MARTA requires. Report health and safety concerns related to performing the duties of your job to supervisors and report any on-going/unresolved health and safety concerns to the Joint Health and Safety Committee (JHSC) co-chair, JHSC representative or safety representative.

EDUCATION and/or EXPERIENCE

Bachelor's degree in Accounting, Finance or related field, and five years of professional accounting experience. Designation as a Certified Public Accountant or Master degree in a related field can be substituted for one year of experience. Must possess a strong General Ledger background and a comprehensive knowledge of principles, practices and procedures of accounting. Experience in preparing provided by client reports and comprehensive annual financial reports preferred.
