Job Description:

The Assistant Regional Program Director is responsible for the oversight of the operational, managerial, and administrative duties related to the CFRC programs under the guidance of the Regional Director. The Assistant Regional Program Director is also responsible for assisting in the overall management of the programmatic, administrative, financial, and operational systems related to the provision of care and services; provision of regular and timely reports to ORR regarding operations, services, and finances; establishing a respectful and supportive workplace environment; and elevating any issues or concerns to ORR. Liaison with Office of Refugee and Resettlement (ORR).

Essential Functions:

  • Responsible and accountable for the daily operations and administrative duties of the CFRC programs and their outcomes under the guidance of the Regional Director.
  • Primary liaison between Facilities Management team and Regional Program concerning operations, emergencies, and reporting on all aspects of program operations.
  • Assists in coordinating both programmatic and financial elements of the services provided within the family reunification program.
  • Assists in ensuring the program adheres to the compliance guidelines for Administration for Children and Families, ORR, legal guidelines, and internal policies.
  • Reviews, analyzes, and evaluates project applications. This evaluation includes the analysis of project descriptions, needs, goals, activities, and uses of funds.
  • Reviews and evaluates progress reports and final reports from the Quality Assurance team.
  • Assists in ensuring compliance of annual training requirements/licensure/certifications.
  • Supports mentorship and professional development of CFRC leaders and staff developed by mentorship initiative program.
  • Responsible for ensuring shelter emergency and evacuation plans are always updated and implemented properly.
  • Assists in the supervision of all Program and Project Managers to include providing feedback and assisting in resolving complex problems.
  • Assists in the development and tracking of approved operational budgets based on the finance department guidance and regulations.
  • Builds and maintains relationships with federal agency representatives that assist in improving grant application and project execution.

Other Functions:

  • Provides adaptive leadership through supportive coaching and mentoring to supervisory staff to inspire and encourage our workforce and promote integrity.
  • Provides training for supervisors regarding responsibilities within the Children First Residential Care Program, including agency, state and federal policy updates and changes.
  • Provides effective communication across departments and programs to ensure consistency of expectations, as well as work effectively as a member of the interdisciplinary team.
  • Provides oversight in the development/implementation of policies, procedures, and reports to assure effective department functioning and documentation of activity and performance outcomes.
  • Ensures that there is an effective and efficient system of coordination for staff utilization related to the complexity of youth and families, i.e., transportation, crisis support, behavior management and education.
  • Keeps Regional Program Director informed with detailed and accurate reports or presentations.
  • Attends all departmental and program meetings to ensure that up-to-date information is received and/or provided and to ensure that changes to policy or practice are implemented and adhered to.
  • Travels to meetings and periodic on-site visits of program locations.
  • Other tasks and responsibilities as assigned.

Qualification Requirements

Level: Master’s Degree in Psychology, Sociology, Social Work, Clinical Counseling, or other relevant behavioral science required. Additional degree/course work in related fields desirable.

Equivalent Education/ Work Experience: Bachelor’s degree in one of the aforementioned sciences, plus 5 years of experience as the director of a residential childcare program, residential youth program, or similar program for children and adolescents; or 5 years of progressive project management experience on projects demonstrating advanced levels of financial and managerial responsibilities.

• 3-5 years of proven Management experience.

• A licensed Childcare Administrator is preferred.

• Bilingual (Spanish) is preferred.

Working Conditions/Physical Effort

Work is performed mostly in an office setting. Some overnight travel, public speaking, evening and weekend work are requirements of the position. Regular computer work is also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

This position may require on-call duties.
