This summary provides a listing of the knowledge, skills, and abilities that are critical components for the position of Vice President of Technical Services.

General

This is a full-time FLSA-exempt position, that reports to the President & COO and oversees all Technical Operations for Eastern Airlines and Eastern Air Express. In addition, the Vice President of Technical Services oversees and is responsible for, the safe, reliable, cost-effective development, execution, and compliance of the Company’s policies, procedures, and processes related to aircraft maintenance, technical, and quality operations. The successful individual will also be a seasoned and accomplished leader capable of leading the organization through change and periods of growth and opportunity. Reporting directly to this position are the Director of Maintenance and Director of Quality positions required by 14 CFR 119.65.

Duties and Responsibilities

  • Contribute to the overall strategic direction and business plan at Eastern by participating in the ongoing business planning process. This includes supporting the corporate vision, and short, mid, and long-term objectives as established by the President & COO.
  • Oversee the core operating functions of the maintenance, quality, and technical departments whose activities include but are not limited to:
  • Line Maintenance
  • Heavy maintenance
  • Component maintenance
  • Engine maintenance
  • ETOPS program
  • B777, B767, & B737 Programs
  • Parts inventory, parts control. warehouse management, material, and logistics
  • Technical services/ engineering requirements
  • Engine program
  • Reliability and Performance
  • Establish and monitor performance against appropriate key metrics such as controllable technical dispatch reliability, open MELs, maintenance expense per block hour, maintenance expense per departure and ASM, and maintenance manhours (labor) departure. Establish and monitor performance against additional key metrics as identified by the President and COO or CFO.
  • Evaluate and manage the productivity of Maintenance, Quality, and Technical departments to ensure that all activities are conducted safely, on time, and within allocated costs.
  • Actively participate in the hiring of talent (employee or contractor/consultant) to ensure the best people in the right positions, proper labor resources to meet all goals and objectives, and support the Company’s culture goals including professionalism, teamwork, and working efficiently.
  • Provide support and recommendations to the Maintenance, Quality, and Technical departments for better performance and compliance with all FAA applicable regulations.
  • Review maintenance department delays and identify systemic problems to determine root cause and make improvements to policies, procedures, or processes to improve dispatch reliability and prevent reoccurring delays.
  • Work with Commercial and Operations to ensure that aircraft schedule and routing provide for sufficient maintenance ground time to perform scheduled and non-scheduled maintenance.
  • Oversees the heavy maintenance program of the Company including all scheduling and planning for heavy checks (C-Checks) and non-scheduled maintenance.
  • Manages ongoing financial performance against the capital plan and operating budget as provided by the CEO, CFO, or COO, on a quarterly, monthly, and weekly basis.
  • Ensures that the department meets all government and corporate regulations and policies on an ongoing basis. Addresses potential deviations immediately.
  • Develop and execute an organizational plan for the maintenance department that details the organization's personnel needs as a function of the airline's strategic and operating plans.
  • Through their team, negotiate and oversee important third-party service arrangements with line maintenance providers, MRO and component support providers, and other parties.
  • Serve as the key catalyst for introducing efficient thinking, approaches, practices, processes, tools, and systems into the Maintenance/Technical Operations organization.
  • Provide timely and accurate reporting of operating results and other special projects and initiatives under his or her direction.
  • Other duties and responsibilities as may be assigned by the President & COO.

Qualifications

  • Meet all the requirements of CFR 119.65 (Preferred)
  • Possess the required amount of education, experience, and FAA training to have a complete understanding of all aviation standards and safe operating practices, including but not limited to 14 CFR Chapter 1 (Federal Aviation Regulations), the Company’s Operations Specifications, all appropriate maintenance and airworthiness requirements, including manuals required by 121.133 or other related FAA CFR;
  • Bachelor’s degree or higher education preferred;
  • Possess an active FAA Airframe and Powerplant license;
  • Five (5) or more years experience at the director or higher (executive) level working with commercial aircraft in a part 121 environment required;
  • Seasoned and/or accomplished leader in developing and taking the organization to higher levels and standards, especially during periods of growth and opportunity;
  • A track record of developing strategies in the aviation/airline industry that create an edge over the competition;
  • Experience in public speaking and presentation skills; should be used to speaking in front of large groups and key decision makers a plus;
  • Ability to communicate effectively; in both oral and written communication;
  • Ability to work under pressure in a team environment;
  • Pass a two (2) year drug and alcohol background check, pre-employment drug test, and criminal history records check (CHRC);
  • Eligible to work in the United States;

Some travel is required.
