Job Description

Under the direction of the Director of Maintenance and Director of Maintenance, the Deputy Director will play a key role in the transition towards sustainable and innovative transit solutions at TARTA by executing TARTA’s transition to a zero-emissions bus fleet. While supervising the maintenance department's operations and ensuring the safety, cleanliness, and reliability of the Authority’s revenue and non-revenue fleet, this role will be responsible for adapting current processes, facilities, and programs within the maintenance department to prepare for the transition to zero-emissions vehicles, while maximizing cost-effectiveness through strategic planning, budgeting, and asset utilization programs. Additionally, the Deputy Director will manage a qualified workforce of technicians, supervisors, and service personnel, and oversee training of the existing maintenance team. Project management for facility and ground-related projects, environmental compliance, and staying up to date on maintenance skills and practices related to zero-emissions vehicles and related technology are also key responsibilities.

One Team! One TARTA! The role of the Deputy Director of Maintenance will focus on supporting transit operations within a new TARTA. In 2020, TARTA embarked on a transformational journey with the development of TARTA Next, a ten-year plan to increase community value through public transit services that make a positive impact. This transformation is powered by a dedicated team of professionals in each department from the leadership team to every front-line (and behind the scenes) team member.

DUTIES AND RESPONSIBILITIES:

  • Develop and monitor maintenance programs to ensure compliance with federal and state safety regulations and industry standards, with a specific focus on transitioning to zero-emissions vehicles.
  • Plan and budget for spares, expendables, manpower, training, facilities, and equipment in alignment with TARTA’s operating plan.
  • Develop preventive maintenance programs tailored for zero-emission vehicles and provide technical support for both zero-emission vehicles and electrical charging stations.
  • Develop and implement policies and procedures for the maintenance of zero-emissions buses, ensuring alignment with relevant laws, regulations, and codes.
  • Manage and motivate a skilled workforce to ensure efficient maintenance/repair operations, including oversight of training the maintenance team for the transition to zero-emissions vehicles, while maintaining high morale and productivity.
  • Serve as project manager for facility and ground-related projects associated with the transition to zero-emissions vehicles, overseeing daily activities.
  • Oversee environmental compliance, including waste management, spill response, and underground storage tanks, with particular attention to electrical charging infrastructure preventative maintenance programs.
  • Stay abreast of maintenance skills and practices related to zero-emissions vehicles and associated technology, ensuring the department remains at the forefront of industry developments.
  • Collaborate cross-functionally to create a talent pipeline for the department and establish relationships with educational institutions, vendors, suppliers, and innovative partners to ensure the department's long-term success.

Essential Knowledge, Skills and Abilities:

  • Excellent oral and written communication skills.
  • Strong interpersonal skills.
  • Precision and attention to detail.
  • Knowledge of diesel, powertrain, electrical systems, and preventative maintenance programs, with a willingness to adapt and learn new skills related to zero emissions vehicles.
  • Computer literacy.
  • A.S.E. Certification preferred.
  • CDL preferred.

Minimum Qualifications:

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

  • Basic computer skills necessary to fulfill job requirements.

Education and Experience:

  • Three to five years of positive supervisory experience in heavy-duty automobile maintenance preferred.
  • Ten years of relevant maintenance experience may substitute for supervisory experience.

Specific vision abilities required of this job include vision, color vision, and ability to adjust focus. The position may involve some physical effort, including standing, bending, and lifting, as necessary for oversight and inspection of maintenance activities.
