FSLA Status: Exempt

Pay rate: $70,000-$74,000 annual


POSITION SUMMARY

The Interfaith Works Women's Center at Crabbs Branch (IWWC-CB) is one of two emergency shelter locations serving adult women experiencing homelessness. The 35-bed program provides shelter, meals, and case management services with a housing focus. The goal of the program is to quickly move shelter clients to housing so that homelessness is rare, brief, and non-recurring. The Program Director oversees all program activities and provides direct supervision to the Case Managers, the Program Support Manager, the Housing Services Coordinator, the Diversion Specialist, the Community Engagement and Volunteer Coordinator, the Administrative Assistant, and Social Work Interns. In addition, the Program Director acts as the liaison to the Department of Health and Human Services for any onsite issues.


ESSENTIAL DUTIES & RESPONSIBILITIES

The essential functions include, but are not limited to the following:

  • Provide a supportive work environment focused on training, coaching, and development; encourage a strength-based, client-centered approach to providing services; and focus on providing best practices, including Trauma Informed Care, Housing First, Harm Reduction and Motivational Interviewing.
  • Supervise the clinical team (two full-time Case Managers), meeting with them individually on a weekly basis and providing consultation on complex cases, intake procedures, assessments, referrals and discharge. As appropriate, provide clinical supervision hours to Case Managers pursuing their clinical licensure (LCSW-C or LCPC).
  • Supervise the Program Support Manager to ensure Program Support Staff are recruited and trained. Work together to ensure schedules for Program Support Staff are completed and staff are receiving regular supervision.
  • Maintain compliance with County Contract expectations and report on outcome measures as outlined by the contract and IW. Also ensure compliance with mandatory reporting laws, incident reporting, ethical guidelines, and other compliance items as required.
  • Read daily log notes, participate in communication by writing notes and responding. Provide clear guidance to staff through the log notes.
  • Supervise the Community Engagement and Volunteer Coordinator to ensure donations are logged appropriately, volunteers are entered and maintained in the volunteer database, and that there is appropriate coordination for large volunteer events and regular tours. Facilitate or assist with program tours.
  • Work together with Community Engagement and Volunteer Coordinator to ensure meal volunteers are scheduled for all meals. Help Coordinator build and maintain relationships with volunteers.
  • Supervise and work with the Administrative Assistant to ensure data is collected and tracked in a timely manner. Collaborate with writing reports for the County and local municipalities.
  • Supervise Housing Services Coordinator so that connections and housing opportunities are being created with landlords and property managers on behalf of shelter clients, and housing-related groups are conducted at the shelter so the program is meeting County contract goals.
  • Supervise Diversion Specialist to ensure that clients are identifying safe and appropriate housing options to help them avoid a longer-term experience of homelessness by returning to housing.
  • Facilitate and create an agenda for the weekly staff meetings and ensure adherence to established procedures.
  • Review and approve referrals from Health Care for the Homeless and Aging and Disability to ensure individuals referred can safely have their special needs met at the shelter.
  • Attend Community Meetings and meet with clients as needed and/or if they are not moving forward on their housing plan.
  • Ensure all staff attend mandatory trainings as required by the County Contract and Interfaith Works.
  • Provide supervision to Social Work student interns. Complete all necessary documents as required by the Universities.
  • Interview and select candidates for Clinical and Administrative positions. Provide onboarding and training to new members of the clinical team, and other staff and interns, as appropriate.
  • Provide performance feedback as needed and complete annual written performance evaluations to supervisees.
  • Utilize the Homeless Management Information System (HMIS), collect pertinent stats, and prepare monthly, quarterly, and biannual reports as required by the County, other funders, or IW. Review data entry monthly to ensure clinical team is maintaining proper documentation.
  • Prepare for and participate in audits and site visits conducted by Montgomery County and as required by other funding sources.
  • Develop and maintain the program budget in coordination with the Director of Homeless Services.
  • Approve program expenditures and monitor program budget spend down, adjusting spending as needed. Also approve monthly program invoices to the County.
  • Serve as a member of the IW Leadership Team and attend monthly Program Director meetings.
  • Participate in the biweekly Coordinated Entry System meetings regarding housing referrals and resources, and also join the County's Emergency Services meeting on a monthly basis.
  • Attend Intensive Teaming Meetings and other interdisciplinary meetings as needed.
  • Verify staff hours for payroll biweekly and monitor staff's schedules.
  • Monitor customer service survey feedback, concerns and grievances from clients and respond to them in a timely manner. Schedule grievance meetings with clients and provide written documentation.
  • Perform other related tasks and duties as assigned by the Director of Homeless Services.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES)

  • A Master's in Social Work, Counseling, or similar behavioral health field.
  • A valid Licensed Certified Social Work - Clinical (LCSW-C) or License Clinical Professional Counselor (LCPC) Maryland license and three years post-graduate experience preferred.
  • Experience working with individuals with acute and chronic behavioral health issues and knowledge of crisis intervention techniques.
  • Knowledge and ability to effectively apply best practices in engaging those experiencing homelessness, including Trauma-Informed Care, Housing First, Harm Reduction and Motivational Interviewing.
  • Flexibility and openness to working in a fast-paced program serving clients from diverse racial, cultural and socio-economic backgrounds.
  • Availability to work at least one evening per week.
  • Availability to answer calls after hours.
  • Excellent communication skills.
  • Ability to work as a team member with compassion, respect and professionalism.
  • Knowledge of issues related to homelessness and community resources.
