Job Description

TRANSIT ANALYST

 

This position serves the Washington Suburban Transit Commission (WSTC), Maryland think tank and policy oversight entity for the Washington metropolitan Area Transit Authority (WMATA) system. The WSTC is a bi-county agency representing the State of Maryland, Montgomery County, and Prince George’s County. The Commission facilitates planning, coordination, and fund for transit services in the Maryland-National Capital Region, including WMATA, Montgomery County’s Ride-On, Prince George’s County’s The Bus, and other providers in the region.

 

The primary focus of this position is to lead planning an analysis of regional transit policy issues. Example issues include WMATA funding and service planning, bus network redesign and related policy, the future of local transit systems, transit parking policies, and paratransit planning. This position will be in the front seat on key regional policy issues like WMATA’s current and future fiscal challenges and how transit can grow over time to meet the state and region’s environmental, equity and economic development goals.

 

This position will work closely with WSTC staff and will report to the Commissioners of the WSTC through the Director of the Maryland Department of Transportation’s Washington Area Transit Office.

 

Examples of duties and responsibilities of the position include, but are not limited to:

 

· Conduct analyses and evaluation of existing and proposed transit services in the region.

· Develop recommendations to improve the efficiency and productivity of these services with an understanding of the importance of transit in providing connectivity to residents throughout the region, with particular emphasis on accessibility and Title VI equity considerations.

· Participate in bus planning studies led by WMATA and other regional providers.

· Produce ridership, parking, and cost trend analyses and to identify opportunities for improvements to help align service to community and rider needs.

· Support the management of consultant contracts analyze WMATA and other regional transit issues.

· Evaluate potential impacts of service changes proposed by WMATA and other regional providers, including appropriate recommendations for alternate service improvements.

· Participate in project development activities including station access and development studies.

· Develop a dashboard to track performance of WMATA, Ride On, and the Bus operations.

· Facilitate public input processes for proposed service changes and summarize and analyze feedback to help inform regional providers and decision makers.

 

DESIRED QUALIFICATIONS:

 

EDUCATION: Candidates with a bachelor’s degree in engineering, Planning, Geography, Public Administration, Transportation or other applicable degree from an accredited college or university are preferred.

 

EXPERIENCE: Two years of experience in public transportation with responsibility for analyzing transit operations, transit planning, or traffic engineering.

 

A master’s degree from an accredited college or university in Transportation, Planning, Public Administration may be substituted for the desired experience.

 

SKILLS: Strong written and oral communication skills, including the ability to write clearly and concisely for non-technical readers. Comfortable presenting to executive-level audiences.

 

Proficient with Microsoft Excel and other data analysis tools for qualitative analysis. Working knowledge of, and familiarity with, transit planning best practices.
