Job description

Position Overview

The Technology Operations Manager is responsible for the day-to-day technology operations, monitoring, incident response, and resilience testing of DataCT's production environment. The role is the primary DataCT-side partner to DataBP LLC (technology services provider) and the SIP Processors for environment changes, operational events, and regulatory readiness work.

This is a hands-on engineering-operations role with a heavy emphasis on Reg SCI readiness, BCP/DR, change control, and access governance. The Technology Operations Manager ensures that DataCT's technology footprint operates predictably, securely, and in full compliance with the controls required of a market-infrastructure Administrator.

DataCT operates under the independence, governance, and transparency framework established in the CT Plan and the Administrator RFP. All staff are expected to uphold the independence of the Administrator function, avoid actual or perceived conflicts of interest, and support the governance reporting obligations of the Operating Committee of CT Plan LLC.

Core Responsibilities

Production Operations and Monitoring

  • Oversee day-to-day technology operations, health monitoring, alerting, and performance reporting.

  • Coordinate operational triage with DataBP LLC, SIP Processors, and third-party technology vendors.

  • Maintain on-call rotations, incident-response runbooks, and post-incident review discipline.

Change Management and Release Control

  • Administer the change advisory board, release calendars, and environment governance.

  • Ensure every production change is pre-authorized, tested, documented, and reversible.

  • Coordinate with the Operating Committee and counsel on material change notifications where required.

Resilience, Reg SCI, and BCP/DR

  • Lead resilience testing, BCP/DR exercises, and Reg SCI-aligned testing programs.

  • Maintain the BCP/DR plan, runbooks, and regulatory-notification playbooks.

  • Partner with the Chief Information Security Officer and Head of Legal, Risk & Compliance on cyber-resilience testing and tabletop exercises.

Access, Identity, and Control Governance

  • Own access-controls administration, segregation of duties, and periodic access reviews.

  • Maintain operational runbooks, technical documentation, and audit-ready evidence of control operation.

  • Support SOC 1, SOC 2, and Reg SCI audit work as required.

Vendor and Subcontractor Coordination

  • Administer operational performance with DataBP LLC, SIP Processors, and other technology vendors.

  • Coordinate change notifications, independence certifications, and SLA reporting from operational vendors.

Continuous Improvement

  • Identify and execute automation, observability, and operational-efficiency opportunities.

  • Partner with the Operational Analytics lead on operational KPI instrumentation.

Key Performance Indicators

  • Production uptime and SLA adherence.

  • Incident volume, severity, and mean time to resolution.

  • Change success rate and change-related incident rate.

  • Reg SCI / BCP/DR test completeness and remediation timeliness.

  • Access-review completion and control-test pass rate.

Qualifications

  • Seven or more years in technology operations within regulated financial environments.

  • Demonstrated familiarity with Reg SCI, SOC control frameworks, and BCP/DR programs.

  • Exchange, SIP, or market-data technology background strongly preferred.

  • Bachelor's degree in a technical discipline preferred; equivalent experience acceptable.

Skills and Competencies

  • Incident command and operational triage under pressure.

  • Change-management discipline and strong documentation habits.

  • Vendor and SIP Processor coordination.

  • Clear written communication for regulators, auditors, and executive leadership.

  • Analytical fluency: Excel, BI, and operational observability tooling.

Tools and Systems

  • Monitoring/observability (Datadog, Grafana, Splunk), ticketing (Jira, ServiceNow), change/release tools, identity and access management, BI (Power BI, Tableau), collaboration (Confluence, Notion, Microsoft 365).

Location Requirement

This position requires regular, in-person physical presence at DataCT's principal offices in New York City. DataCT's core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.

Compensation and Benefits

  • Base Salary Range - $110,000-130,000 (commensurate with experience, qualifications, skills, education, internal equity, and market data).

  • Eligible for performance-based incentives consistent with the role level.

  • Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

About DataCT

DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
