Job description

This National Guard position is for a CONTRACT SPECIALIST, Position Description Number D2623(GS-12); D2622(GS-11); D2624(GS-09); D2625(GS-07)and is part of the Oregon Air National Guard 142nd Wing, National Guard.

Qualifications:Areas of Consideration:
Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG.
Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG.
Area 3 - Current service members in the Oregon ANG.
Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard.
GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:
Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade.
GS-07 Must have one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management.
GS-09 Must have one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments.
GS-11 Must have one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills.
GS-12 Must have one year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements. If the GS-12 position is advertised requiring the selectee to hold a warrant as a condition of employment, the selectee must have Professional certification and must go before a Contracting Officer Review Board (CORB) prior to selection.

** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
*** This is an Army Acquisition and Technology Workforce position.
The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
Initial hire applicants must complete the certification requirements for their positions within 24 months of appointment.
All GS-1102 Dual Status Technicians, who do not complete the positions' required certifications within 24 months, are not retained in their positions.
CONDITIONS OF EMPLOYMENT & NOTES:
1. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
2. May be required to work comp time or overtime and may be required to work hours outside the normal duty schedule.
3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
4. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
5. Contracting certification must be accomplished IAW 5000.66.
6. The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
7. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
8. The incumbent must obtain and maintain secret security clearance.
9. May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
10. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.Education:Minimum education requirement:
Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
