Job Summary

The Associate Subcontracts Manager oversees assigned subcontract activities for a proposal and/or project and may be responsible for developing and/or administering any related subcontracts.May lead office teams and/or Subcontract Department initiatives.  Follows, manages, and champions the Subcontracts process for all office and field activities.

Key Responsibilities

General:

  • Prepares and manages assigned subcontracts for projects while following established policies and procedures.
  • Ensures subcontract documents are issued correctly and on schedule.
  • Assists with the development and monitoring of project subcontract budgets and schedules (i.e., man-hours, cost, subcontract milestone durations, etc).
  • Assists with the establishment and/or monitoring of subcontract goals. 
  • Participates in meetings for assigned project(s), representing the Subcontracts department.
  • Files appropriate documents and follows filing rules.  

Subcontract Development Responsibilites (if assigned):

  • Responsible for soliciting budgetary pricing for subcontracts to support estimating/proposal efforts for a major project(s).  May also lead and coordinate the entire budgetary pricing effort on a non-major project(s).
  • Executes and manages the subcontract development process on assigned subcontracts including bid list preparation, solicitation of requests for proposals, and evaluating, negotiating and awarding of subcontracts.
  • Leads negotiations for assigned subcontracts.  
  • Understands the Owner's contract and may participate in the incorporation of appropriate scope-specific flowdowns into Subcontract agreements under oversight.
  • Ensures Subcontractor compliance with prequalification requirements

Subcontract Administration Responsibilities (if assigned):

  • Assists with the resolution of claims.
  • Monitors project subcontract activities and reports status.
  • Collaborates to resolve major complex subcontract issues.
  • Participates and may facilitate management of strategic subcontractor relationships.
  • Performs subcontract administration activities as assigned, including: running subcontractor meetings, drafting/reviewing/filing formal correspondence, executing the Change Management process, review and process invoices, resolve/process backcharges/claims/liquidated damages, and closeout of assigned subcontracts
     
Management Responsibilities
Acts in capacity of a "lead person." Does not have management responsibility for the people to whom they provide work direction.
Minimum Qualifications

Requires a BA or BS degree in Construction Management, Engineering, Purchasing, Business, Technical or related field. Relevant field or office experience can substitute for a degree. Strong knowledge of construction disciplines, construction execution, means & methods and construction equipment.

All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Qualifications

Six (6) years of relevant experience in Subcontracts, Construction Project Management, or Procurement preferred or proven ability to perform at the capacity identified herein. 

Preferred Skills:

  • Strong understanding of subcontract and procurement processes and exhibits the capacity to effectively self-execute the transactional subcontract process in accordance with established Company policies, procedures, standards and guidelines.
  • Exhibit appropriate skills at resolving complex commercial terms and conditions issues and other commercial issues through collaboration.  
  • Possesses a strong knowledge and understanding of commercial terms and conditions.  
  • Understanding of relevant B&V Processes and Procedures
  • General computer skills, Microsoft suite
  • Attention to detail
  • Ability to independently resolve complex problems in a timely manner, with little guidance from Management. 
  • Excellent verbal and written communication skills
