Job Title: Lead, Subcontracts

Jobย Description:

The Lead, Subcontracts position will be responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters.ย 

Essential Functions:

  • Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans.
  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administers resulting subcontracts.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • Participate with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives.
  • Tailors, and negotiate terms and conditions for the procurement of specialized materials, equipment, and services.
  • Negotiating, preparing, reviewing and managing Supplier Statements of Work.
  • May sign supplier agreements and purchase orders within established authority.
  • Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).
  • Extensive SAP experience to include troubleshooting.
  • Strong understanding of FAR and DFAR's.ย 
  • Ability to obtain and maintain a DoD Clearance.
  • Other duties as assigned by Supervisor.

Qualifications:

  • Bachelor's Degree with nine (9) years of procurement and/or subcontracts experience with highly complex multi-year high dollar subcontracts.ย 
  • Graduate Degree with seven (7) years of procurement and/or subcontracts experience with highly complex multi-year high dollar subcontracts.
  • In lieu of a degree, minimum 13 years of procurement and/or subcontracts experience with highly complex multi-year high dollar subcontracts.
  • Must be a U.S. Citizen.
