Job description

The Subcontractor Recruitment & Compliance Specialist reports to the Purchasing and Compliance Manager and provides recruiting and coordination support to the Construction Team by sourcing, vetting, and onboarding subcontractors across all projects, including union, PLA, and labor-compliance-heavy work in multiple jurisdictions. This role maintains the subcontractor directory, supports required bidding and qualification procedures, and helps ensure recruitment and compliance processes are followed throughout the lifecycle of construction projects. The Subcontractor Recruitment & Compliance Specialist partners closely with internal teams to understand trade needs, support future pipeline planning, and verify that subcontractors meet applicable project and labor requirements. The position also contributes to the company's national expansion efforts and requires strong communication skills, attention to detail, and the ability to build positive working relationships with subcontractors.
RESPONSIBILITIES
  • Support subcontractor compliance efforts by ensuring required documentation are collected, reviewed, and complete in alignment with company standards and project requirements.
  • Partner with Purchasing, Compliance, and Construction leadership to ensure subcontractors meet applicable California labor laws, union/PLA requirements, and project-specific guidelines
  • Maintain awareness of California contracting and labor compliance requirements to support accurate coordination and documentation.
  • Support and execute subcontractor sourcing and recruitment initiatives, including preparing and posting RFQs, outreach, and prequalification activities.
  • Review, verify, and evaluate subcontractor qualification documentation, assessing technical and non-technical competencies under the direction and guidance of management.
  • Schedule and assist with subcontractor interviews conducted via phone and in person.
  • Track and organize recruitment data and assist with reporting and basic analysis.
  • Develop subcontractor summaries and recommendations for review by the Construction Management Team.
  • Participate in recruiting events (e.g., Building Industry Association (BIA) - Meet the Builder) which may require overnight travel.
  • Assist with monitoring and supporting subcontractor compliance processes and documentation tracking with applicable labor laws and project requirements.
  • Perform other duties as assigned, including providing administrative and coordination support to the Construction Department and attending company-sponsored events, which may include overnight stays.

SKILLS & QUALIFICATIONS
  • Demonstrated intermediate sourcing capabilities, including the ability to proactively and creatively identify hard-to-find subcontractors.
  • Strong communication skills and a desire to work in a highly collaborative team environment.
  • Ability to support the development, implementation, and ongoing maintenance of processes and procedures that promote efficient and compliant operations, in alignment with company standards.
  • Knowledge of applicable California contracting and labor compliance laws.
  • Capable of working independently with limited supervision while knowing when to escalate issues as needed.
  • Exceptionally organized with strong time-management and prioritization skills.
  • Maintain work pace appropriate to given workload.
  • Must be flexible and able to multi-task effectively.
  • Bilingual in English/Spanish is a plus.
  • Must possess a valid California Driver's License.
  • Proficient in the Microsoft Office Suite (Outlook, Excel, Word, and PowerPoint), with the ability to independently produce reports, schedules, and presentations.
  • Strong working knowledge of MS Project, Procore, Bluebeam, and Smartsheet(s); experience across all platforms is strongly preferred.

EXPERIENCE & EDUCATION
  • At least 2 years of experience in residential construction (multi-family and affordable experience preferred).
  • Bachelor's degree is preferred.
  • Experience exercising independent judgment regarding the competencies and capacity of prospective subcontractors.
  • Demonstrated experience interviewing prospective subcontractors in-person and via phone.
  • Contracting with subcontractors and vendors

  • Operate computer and office equipment
  • Walk on uneven surfaces and climb stairs and ladders on active jobsites
  • Drive to jobsites and meetings throughout Southern California
