About the Job

Manage Subcontract functions, or for a project, establish and implement effective subcontracts management, leadership, systems, methods and procedures for the office, group or project. Participate in or lead subcontract management strategy development and implementation. Provide guidance on subcontract management matters to subcontracts subcontract personnel. Prepare and present internal and external subcontract management presentations.

Has a complete understanding and can apply contract management principles, theories, concepts, industry practices and standards.ย  Perform work of complex scope.ย  Participates in setting assignment objectives; plans own task schedule to satisfy objectives.ย  Provide principal support to the department/project management team in the effective formation and administration of the subcontracts in compliance with applicable procedures and processes.

Will serve as the liaison with Legal regarding Subcontract and Procurement Terms and Conditions, Project Controls regarding progress and cost forecast, Accounting regarding payment and Engineering/Department regarding the technical content / scope of work of each Subcontract.

WORK PERFORMED:ย 

  • Direct subcontract formation process on assigned projects.
  • Manage / explain / teach contracting policies and procedures to requestors on respective assignments.
  • Review standard subcontracts to ensure compliance with contracting procedures and processes prior to execution.
  • Ensure proper handling of subcontracts, support documentation and related files.
  • Participate in internal self-audits of the subcontracting process.
  • Assist in the development of procedures as required.
  • Prepare subcontracting activity reports.
  • Maintain direct liaison with Subcontract Coordinators to ensure proper administration.
  • Direct development of individual subcontracting plans.
  • Support on the development of the Project specific flow-downs from the Project's prime contract.
  • Actively participates in the project support activities, including development of the subcontract execution plan, and including the publication of Department/Project Subcontract Plans, Logs, and other subcontract related reporting.
  • Performs sourcing and pre-qualification of bidders.
  • Assembly and issuance of Request For Proposals and RFP addendums.
  • Negotiation, formation, and award of subcontracts, claims, and correspondence.
  • Interface with procurement, accounting, and accounting system software in support of subcontract related activities.
  • Administration of subcontracts, including management of the subcontractors and their invoices.
  • Subcontract closeouts
  • Support the procurement group in terms and conditions negotiations
  • Support the Subcontracts group in the development, management, and administration of Master Services Agreements
  • Provide for procedure compliant network and hardcopy filing of all subcontract related documentation.
  • Participate and lead initiatives related to departmental development of best practices and Lean/Six Sigma principles.

About You

Education: Bachelor degree or relevant industry experience

Skills:

  • Knowledge of contracting and procurement policies and procedures, and how to apply them.
  • Demonstrated effectiveness in prioritizing multiple tasks, monitoring progress, and managing efforts in order to meet deadlines.
  • Demonstrated effectiveness in working with others in a multifunctional teamย 

Previous Experience:ย 

Minimum of eight to ten (8-10) years of related experience, specializing in subcontracts formation and administration in the Oil and Gas Industry.

Demonstrated experience in team and project leadership, managing the purchase of materials and services of high dollar value. Position requires excellent communication skills (verbal and written) and proven capability to lead. Must have strong analytical skills, experience in subcontract management system tools, KPIs, Material Requirements Planning systems (MRP) and personal computer skills. (e.g., word processing, spreadsheets, databases).
Candidate must have the ability to effectively and persuasively present complex information to customers and company personnel using original or innovative techniques or style.
