Job description

Overview:

The Subcontracts Administrator prepares RFP packages, conducts bidders meetings, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, finalizes and transmits subcontracts, and administers resulting subcontracts. Subcontracts Administrator performs customer contact activities to provide for proper subcontract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Subcontract Administrator also, reviews awarded subcontracts as assigned and provides coordination to ensure execution of all post award submittals.  Finally the Subcontracts Administrator executes all subcontract closeout requirements for a project.

Location & Travel Details: You can be based in any city or state in the U.S.. This is a traveling, project based position, up to 90% of the time. You have the potential to be placed on a project site located in any state throughout the US. You’ll spend 8-18 months on average per project. We offer designated per diem in addition to an excellent base salary to support and help you cover living expenses. This position is eligible for mobilization support (may include mileage reimbursement), and includes one longer weekend every four weeks for additional time at home.

Responsibilities:
  • Ability to manage high volume workload, produce quality work, and meet deadlines with minimal direction and supervision
  • Perform assignments of varying complexity requiring experience in the industrial EPC contracting environment and knowledge of construction subcontracting policy and procedures
  • Demonstrable attention to detail and accuracy
  • Lead, develop and execute subcontracting strategies and plans
  • Evaluate complex terms and conditions and issue FFP, T&M and Cost-Plus type subcontracts
  • Work with the project to establish NDA's, develop qualified contractors, request pricing, competitively select contractors, document procurement action and place subcontracts
  • Ensures inquiry packages contain the proper, technical scopes of work, construction work packages, attachments, exhibits, terms, specifications and drawings
  • Perform competitive market analysis
  • Tabulate proposals and assists in performing proposal analysis, price and cost analysis, and establishing price reasonableness
  • Execute negotiation strategies to attain best value. 
  • Coordinate with subcontractors to ensure delivery schedules and key milestones
  • Facilitate any changes with the project team as appropriate and evaluate impact to a project
  • Ensure maintenance of subcontract files in an audit ready condition
  • Advise management of market conditions and contractor base activity, which could affect pricing, and or future availability
  • Evaluate subcontractors through methods such as visitations and various objective performance measurements
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Administers, extends, negotiates and terminates standard and nonstandard subcontracts
  • Review invoices and resolves discrepancies
  • Assist in the evaluation of disputes with subcontractors
  • Managing subcontract proposal volumes
  • Provides direct subcontract support, review of subcontract documents to ensure protection of company's risk posture, satisfaction of contractual requirements and adherence to company policies
  • Oversees subcontract performance by monitoring budget, compliance documents, schedules, deliverables, and recommends actions to ensure mutually satisfactory performance
  • Advise management of contractual rights and obligations and, as needed, provide interpretation of terms and conditions
  • Interfaces with all levels of management and customer counterparts providing contractual guidance and advice
  • Ability to work in a collaborative environment that integrates the finance, pricing, subcontracts and procurement roles
  • Follow and enforce subcontracting related policies and procedures
  • Develop an advanced understanding of subcontracting terminology, measures, concepts, principles and strategies 
  • Foster relationships internally with stakeholders and externally with subcontractors and other groups
  • Possess an ability to present the subcontracting process to stakeholders in an effective manner
  • Challenge the business when projects depart from basic contracting principles
  • Identifies and implements improvement opportunities
  • Communicate effectively, resolve conflicts, solve problems and make efficient and effective subcontract management decisions
  • Ensure assigned subcontracts are closed out properly and in a timely manner
  • Support proposal efforts with budgetary RFP requests
  • Manage special projects as assigned
Qualifications:
  • Bachelor’s degree in contract management, supply chain, business administration, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience
  • 0-3 years of experience in subcontracting or other procurement and supply chain management functions
  • Experience with strategic sourcing, managing solicitation processes and negotiations
  • Experience in managing tactical and strategic supplier relationships
  • Due to the nature of the work, US Citizenship is required
