Budget and Strategic Planning Analyst, PM Specialist - Mid
This position requires an active Top-Secret clearance to start (TS)
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.
The Budget and Strategic Planning Analyst provides mid-level analytical support for planning, programming, budgeting, and execution (PPBE) activities within Army programs. This role supports strategic planning efforts, Program Objective Memorandum (POM) development, and budget formulation across multiple appropriations. The analyst works under Government direction to analyze financial data, develop budget justification materials, and support portfolio-level decision-making. This position requires strong analytical skills, attention to detail, and the ability to communicate complex financial information to leadership.
Compensation & Benefits:
Estimated Starting Salary Range for Budget and Strategic Planning Analyst: $140,000 - $150,000
Pay commensurate with experience.
Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.
Budget and Strategic Planning Analyst Responsibilities Include:
  • Support strategic planning, POM development, and budget formulation activities across multiple appropriations
  • Analyze, organize, and consolidate financial data to support acquisition planning, reporting, and program reviews
  • Track historical budget data and develop portfolio briefs for senior leadership
  • Support Program Management Reviews (PMRs) and preparation of related financial and program documentation
  • Develop analytical products such as issue papers, "what-if" analyses, resource reallocation options, and reclamas
  • Assist in developing budget justifications and defending program funding to internal and external stakeholders
  • Research funding issues and recommend solutions based on data analysis and program priorities
  • Interpret and apply Congressional Add funding and associated legislative language
  • Support reimbursable agreement processes, including Forms 7600A/B (GT&C)
  • Assist with G-Invoicing processes and requirements
  • Coordinate with stakeholders to support planning, budgeting, and reporting activities
  • Prepare charts, briefings, and presentations for leadership
  • This position requires an active Top-Secret clearance to start (TS)
  • Performs other job-related duties as assigned

Budget and Strategic Planning Analyst Experience, Education, Skills, Abilities requested:
  • Bachelor's degree in Finance, Accounting, Business, Public Administration, or related field
  • 5+ years of experience supporting federal budgeting, financial analysis, or strategic planning
  • Experience supporting strategic planning and budget formulation, including POM development
  • Ability to analyze and consolidate financial data for reporting and decision-making
  • Experience preparing and presenting budget data for portfolio reviews and leadership briefings
  • Experience developing analytical products (issue papers, "what-if" analysis, reclamas)
  • Strong analytical, organizational, and communication skills
  • Familiarity with DoD/Army PPBE process (Planning, Programming, Budgeting, and Execution)
  • Understanding of Congressional Add funding and legislative processes
  • Familiarity with reimbursable support agreements and Forms 7600A/B (GT&C)
  • Working knowledge of G-Invoicing processes and requirements
  • Experience supporting PMRs and related reporting artifacts
  • Ability to work in a fast-paced, deadline-driven environment with multiple stakeholders
  • This position requires an active Top-Secret clearance to start (TS)
  • Must pass pre-employment qualifications of Cherokee Federal
