Job description

The Auria Growth Organization is seeking a full-time, experienced, highly-driven, and self starting Proposal Manager to manage proposal development and assist in the continued build out of a corporate Proposal Development Center. This hybrid position is preferably based out of the Washington DC Metro Area and may include up to 25% travel, and reports directly to the CGO.
As the Proposal Manager, you will apply proven proposal planning and execution strategies and processes to support cross-functional teams' development of winning, compliant, compelling, and on time proposal submissions supporting space, missile defense, and/or cybersecurity pursuits. Candidates for this position must demonstrate skills in proposal and project management, leadership, communication, and risk management within a collaborative and innovative environment.
WHAT YOU CAN EXPECT TO DO:
  • Collaborate with Business Unit, Program Manager, Capture, and Solutioning teams on acquisition strategies, proposal execution approach, proposal resourcing, and roles and responsibilities.
  • Establish strong relationships internally with corporate and business unit leadership and externally with government counterparts and suppliers.
  • Lead and facilitate the end-to-end capture and proposal lifecycle for major pursuits, partnering with capture managers, technical leads, and BD to shape opportunities pre-RFP through submission. This includes driving early planning activities such as win strategy alignment, solution framing, compliance readiness, schedule development, and content strategy to ensure a seamless transition into proposal execution.
  • Develop efficient and effective proposal execution plans and all supporting proposal development documentation (outline, team assignments, proposal management plan, schedule, kick-off meeting materials, writing plans, color team reviews, etc.) in response to complex, competitive solicitations from U.S. Government or Prime Contractor customers.
  • Review and analyze Draft/Final Requests for Proposal (DRFPs/RFPs) and related documents and develop detailed proposal schedules, compliance matrices, other tools and mechanisms to ensure adherence to all schedule deadlines, customer-derived or directed deliverables/requirements and continually manage risk to address volatility in proposal requirements, deadlines, and our offerings.
  • Coordinate with the assigned facilitator all color team reviews (i.e. pink, red, etc). • Implement and adhere to proposal best practices; implement and maintain the network and web-based proposal library; and maintain configuration control of all proposal documentation.
  • Review proposals for inclusion of win strategies, win themes, strengths/weaknesses, discriminators and strict compliance with the RFP requirements.
  • Oversee all final production activities, including editing, proofreading, printing, and packaging.
  • Assess the quality of content as well as form; coordinate with the Capture Manager and proposal team in articulating how the win strategy is carried throughout the proposal. • Staff, mentor, coach, and train the Proposal Centers proposal team members.
  • Provide recommendations to executive leadership on procuring innovative tools and hiring key personnel to resource a new organization that creates proposal management efficiencies.

WHAT THE TEAM REQUIRES:
  • Bachelor's degree with 15 years of acquisition or related corporate business experience.
  • 10+ years of proposal management experience supporting US Government and/or commercial programs; proven expert in leading competitive Government proposals.
  • Advanced knowledge of MS Office Suite (Outlook, Word, Excel, and PowerPoint) and working knowledge of proposal management software/tools and graphic software.
  • Knowledge of AI-based efficiencies in the proposal process and how to implement.
  • Strong verbal and written communication skills; attention to detail and accuracy are a must. • Ability to work independently as well as lead development teams.
  • Extensive experience reading and analyzing RFPs, creating proposal outlines, compliance matrices and schedules, managing and coordinating proposal teams and work products, editing written material, and delivering high-quality proposals under tight deadlines. • Strong understanding of pricing and estimating strategies as well as business and proposal cost structures/elements.
  • Experience working with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA), Other Transaction Authorities (OTA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals.
  • Currently Possesses or has the ability to obtain a Secret U.S. government issued security clearance or higher.
  • U.S. citizenship is required.

WHAT THE TEAM PREFERS:
  • Bachelor's degree in an acquisition, engineering, or business-related discipline.
  • Expertise in Defense Industry recognized proposal management processes.
  • Shipley Proposal Management Certification or like certifications such as CPCM (Certified Professional Contracts Manager), CCCM (Certified Commercial Contracts Manager), or CFCM (Certified Federal Contracts Manager).
  • Prior Commercial Aerospace and Government acquisition experience.
  • Project Management Professional (PMP) or equivalent certification.
  • Advanced knowledge of Federal Acquisition Regulations (FAR/DFAR)
  • Experience with U.S. space systems, DoW services, and MDA related customers and proposals.

PAY TRANSPARENCY: The salary offered will be based on the selected candidate's qualifications - skills, education & experience - and the position level. $99,500 - $161,000
