The Senior Proposal Analyst is responsible for leading the creation, management, and compliance review of proposals and documents by leveraging advanced AI tools and compliance practices. This role manages the end-to-end proposal process while utilizing AI-enabled content generation to deliver timely, compliant, accurate, and persuasive materials. The Senior Proposal Analyst serves as liaison between automation technologies and subject-matter expertise, supporting government contracting, healthcare staffing, and business development efforts.
AI Content Management - 25%
  • Maintain and train the AI content library, including boilerplate responses, corporate narratives, resumes, and case studies
  • Generate initial drafts of technical and management proposals, responses to RFP/RFQs, and marketing materials using AI tools
  • Standardize prompts, workflows, and templates to maximize speed, consistency, and quality of AI outputs
  • Monitor emerging AI tools and recommend upgrades to improve efficiency and competitiveness

Compliance Management - 25%
  • Interpret RFPs, RFIs, and task orders to extract all requirements and evaluation criteria
  • Build and maintain compliance matrices for submissions
  • Review AI-generated drafts for accuracy, completeness, and compliance with instructions, FAR/DFARS clauses, and state/federal requirements
  • Ensure adherence to proposal best practices, internal SOPs, and regulatory frameworks
  • Act as compliance liaison with subcontractors and partners, ensuring their contributions meet all requirements

Proposal Development & Coordination - 25%
  • Manage the end-to-end proposal process from kickoff, drafting, compliance checks, reviews, finalization, and submission
  • Collaborate with SMEs, Solution Architects, recruiters, and business development staff to refine content
  • Oversee formatting, graphics integration, and version control of all documents
  • Track proposal pipeline milestones using platforms such as Monday.com, Salesforce, SharePoint, or Kimedics
  • Prepare standardized narratives such as transition plans, staffing models, subcontracting utilization, and past performance write-ups

Quality Assurance & Continuous Improvement - 25%
  • Lead pink, red, and gold team reviews-ensuring content is clear, compelling, and compliant
  • Provide coaching to internal staff on AI prompt usage and compliance practices
  • Develop best-practice guides, playbooks, and checklists for proposal development
  • Capture lessons learned after each bid and update the AI library accordingly

QUALIFICATIONS - EDUCATION, WORK EXPERIENCE, CERTIFICATIONS
  • Bachelor's degree in related field
  • 3-7 years of experience in proposal development, government contracting, or compliance
  • Previous experience in healthcare staffing, locum tenens, or professional services contracting preferred
  • Previous experience with AI tools (ChatGPT, CoPilot, Loopio, or equivalent)
  • Previous experience with small business utilization requirements (MWBE, HUBZone, SDVOB, etc.) preferred
  • Previous experience creating compliance matrices and risk mitigation strategies preferred
  • APMP Certification preferred
