By streamlining and standardizing support, Shared Services allows teams and business units to focus on their core business functions and achieve greater effectiveness internally and with the agencies they support.
Primary Responsibilities:
Senior Proposal Manager serves as an experienced individual contributor within a team, with the expectation that you will further develop your leadership, guidance and mentoring skills. With minimal oversight from leadership, you will be responsible for managing bid and proposal operations, developing and submitting requests for information and requests for proposals, and ensuring adherence to organizational processes and policies. A Senior Proposal Manager impacts the long-term goals of the department by providing strategic recommendations in support of operational efficiencies and growth. You may serve as the primary lead when working with stakeholders and utilize strong influential skills to drive consensus and assignments to closure. Primary expectations of a Senior Proposal Manager include:
  • Leads and is accountable for end-to-end proposal strategy and execution.
  • Lead and/or support proposals in multiple roles (e.g. lead proposal manager, volume lead, section author, reviewer).
  • Lead color reviews (Blue, Pink, Red, Gold) and make recommendations for content improvement and/or compliance.
  • Shapes messaging tied to customer pain points and discriminators
  • Integral in pursuit decisions (bid/no-bid input with authority)
  • Responsible for interviewing subject matter experts, including SMEs, to create technical content that is compliant with proposal instructions and compelling to the government evaluator.
  • Develop/produce schedules, outlines, writing templates, compliance matrices, resumes, and presentations for the proposal team.
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and understanding of the requirements are well-articulated and consistent throughout the final proposal, making ongoing recommendations throughout the development process to ensure compliance and increase proposal scorability.
  • Builds/refines proposal processes, templates, and tools
  • Introduces innovations (AI tools, content libraries, automation)
  • Drives lessons learned and institutional knowledge
  • Collaborates with Growth Team members, including Business Development Team, Proposal Managers, Solutions Architects, and Business Unit teams that serve target customer agencies, and technical subject matter experts.
  • Work closely with the Business Development team to support capture planning activities, such as competitive analysis and client research.
  • Maintains an understanding of the government market and demonstrates a passion for addressing the challenges agencies face in delivering digital services.
  • Continuously works on developing and learning best practices with industry-recognized organizations (APMP, Shipley, etc.) to improve individual skills, processes and proposal products.

Basic Qualifications:
  • Bachelor's degree and 10+ years of experience
    • Relevant years of experience may be substituted for education
  • 10+ years managing and writing proposals for a Federal IT company.
  • Experience managing multiple large complex strategic efforts worth $100M or more.
  • Experience managing multiple partners on collective efforts.
  • Experience using automated tools and AI to aid in the proposal development process.
  • High proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, Adobe suite and Google suite.
  • APMP or equivalent training and certifications
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to manage remote cross-functional proposal teams.
  • Ability to multi-task and manage multiple projects and priorities simultaneously.

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
