Job SummaryThe resource developer (RD) develops person centered services and supports that meet the needs of the people served by Tri-Counties Regional Center (TCRC). Assesses on-going short-term and long-term resource needs for the agency. Conducts contract negotiations, establishes rates as applicable, writes, reviews and updates contracts. Actively collaborates across departments within the agency.
Primary Functions• Supports with monitoring the Provider Directory portal daily; ensure new vendorization inquiries/cases are identified, logged, and routed for action.
• Supports with distributing and assigning inquiries to Resource Developers and appropriate internal reviewers based on service type, location, and internal routing practices.
• Tracks case stage progression and required actions to keep cases moving (e.g., requirements review, document review, site review as applicable, decision).
• Maintains consistent documentation and communication practices in the portal to support transparency, traceability, and continuity across teams.
• Maintains an internal tracker/dashboard to monitor timeliness, status, and accountability for assigned cases from inquiry through decision, including contract renewals, negotiations, and contacts with existing and new service providers.
• Ensures compliance with standardized processing time requirements and internal targets.
• Collaborates closely with the Resource Developer Manager and Resource Developers to ensure inquiries are routed, prioritized, and processed within standardized guidelines and timelines.
• Partners with Contracts and Fiscal staff to support accurate coordination of vendor files, fiscal/contract requirements, and readiness for vendor setup activities tied to Provider Directory outcomes.
• As part of the team, supports coordination with the Quality Assurance team to ensure vendorization processing align with internal controls and statewide requirements, including documentation sufficiency, consistency of standards, and audit readiness.
• Identifies workflow barriers (e.g., incomplete submissions, pending reviews, missing documents), follow-ups, and informs the Resource Development Manager for guidance and direction.
• As part of the team, develops, coordinates, and delivers training and technical assistance for service providers on standardized vendorization expectations, Provider Directory use, documentation requirements, and common submission issues.
• Coordinates and supports with gathering and reviewing on-going service needs, reviews needs against existing service capacity and identifies new services or program modifications needed.
• Recruits and orients prospective service providers through the Request for Proposal (RFP) and Letter of Intent process (LOI).
• Supports the RFP process for Community Placement Plan projects.
• With the oversight of the Resource Development Manager, negotiates rates (up to median) for contracted services.
• Reviews VEN 600 submissions for completeness and alignment with correct service codes and best practices for utilization of resources.
• Provides concise summary information in presentation of new and renewed contracts for review, collaborates with Resource Development Analyst to prepare perfected contracts for presentation to Director of Community Development and the Chief Financial Officer.
• Research best practice in clinical, residential, day programs, employment settings, and other service programs.
• Determines if implementation of contracts reflects alignment with program design and TCRC guidelines for authorization of services.
• Communicate with provider groups around changes in the regional center system for best practices to support understanding and compliance.
• Provides technical assistance to vendors and staff on contract and service issues. Provides training on service policies and procedures, innovative developments in service delivery, and related topics to vendors, staff, and the community. This occurs at the New Service Providers’ orientation as well as through Services and Supports team meetings and other venues.
• Represents TCRC at local community meetings as assigned.
• Develops and maintains a resource library.
• Provides support in Spanish to vendors and/or family member vendors who are monolingual Spanish speakers.
• Performs other duties as assigned.
