The Payroll Manager will serve as the organization\'s subject matter expert for payroll and will partner closely with Human Resources, Finance, Operations, and external vendors to ensure payroll accuracy, compliance, reporting integrity, and exceptional employee service. This role requires strong technical payroll expertise, analytical skills, and the ability to manage multiple priorities in a fast-paced environment. The ideal candidate will possess 5–7 years of progressive payroll experience with strong knowledge of payroll compliance requirements including multi-state payroll administration, payroll tax compliance, prevailing wage requirements, certified payroll reporting, and experience working in a fast-paced environment. Experience with BambooHR and Deputy is preferred. Experience with IRA Prevailing wage payroll and certified payroll reporting is essential. Responsibilities Payroll Management & Administration Manage and oversee end-to-end payroll processing for a multi-state workforce, ensuring timely and accurate payroll execution. Review, approve, and reconcile payroll data, including timekeeping records, overtime, shift differentials, paid leave, deductions, garnishments, and direct deposits. Ensure payroll processes are completed in compliance with internal controls, company policies, and applicable regulations. Serve as the primary point of contact for complex payroll-related issues and escalated employee inquiries. Administer payroll-related employee lifecycle transactions, including new hires, separations, compensation changes, bonuses, promotions, and benefit deductions. IRA/Prevailing Wage, Compliance Lead Track all company actions and reporting to ensure compliance with the IRA and report on compliance to both internal and external stakeholders Support human resources, legal, and operations teams to ensure prevailing wage standards are met Track actions taken by payroll, operations, and accounting to ensure efficient and consistent execution of maintenance in accordance with the IRA Support GC in review and negotiation of contracts, subcontracts, and supply agreements to ensure contractual requirements of IRA are continuously met Compliance & Regulatory Oversight Ensure compliance with federal, state, and local wage-and-hour laws, tax regulations, and payroll reporting requirements. Lead prevailing wage payroll administration and certified payroll reporting activities for applicable projects. Monitor regulatory changes impacting payroll and implement process modifications as required. Coordinate payroll tax reporting, filings, reconciliations, and remittances. Manage year-end payroll activities, including W-2 processing, audits, and annual payroll reconciliations. Reporting, Audits & Financial Support Prepare payroll reports, labor distribution reports, workforce analytics, and job-costing data for leadership. Support monthly, quarterly, and annual financial close activities through payroll reconciliations and reporting. Lead payroll-related audit preparation and serve as the primary liaison during internal and external audits. Analyze payroll trends and identify opportunities to improve operational efficiency and reporting accuracy. Systems & Process Improvement Serve as payroll system administrator and subject matter expert for payroll-related systems and integrations. Partner with HR, Finance, and IT teams to maintain data integrity across BambooHR, Deputy, and other business systems. Evaluate payroll processes and implement improvements that enhance compliance, efficiency, scalability, and employee experience. Support payroll system upgrades, implementations, testing, and training initiatives. Leadership & Cross-Functional Collaboration Provide guidance, training, and mentorship to payroll and HR team members on payroll processes and compliance matters. Develop, document, and maintain payroll policies, procedures, controls, and best practices. Build strong partnerships with Human Resources, Finance, Legal, Operations, and external service providers. Promote a culture of accuracy, accountability, customer service, and continuous improvement. Required Qualifications Bachelor\'s degree in Accounting, Finance, Business Administration, Human Resources, or a related field; equivalent experience may be considered. 5–7 years of progressive payroll experience , including ownership of multi-state payroll processing. Experience managing payroll for organizations with 200+ employees. Strong knowledge of payroll compliance, payroll tax regulations, and federal and state wage-and-hour laws. Demonstrated experience with prevailing wage requirements and certified payroll reporting. Advanced Microsoft Excel skills, including formulas, lookups, pivot tables, and data reconciliation. Strong analytical, organizational, and problem-solving skills. Exceptional attention to detail and commitment to accuracy. Ability to manage multiple priorities and deadlines in a dynamic environment. Strong communication and customer service skills. Preferred Qualifications Certified Payroll Professional (CPP) certification. Experience with BambooHR HRIS. Experience with Deputy workforce management and timekeeping software. Experience within renewable energy, construction, field services, operations and maintenance, utilities, government contracting, or other labor-intensive industries. Prior experience leading payroll projects, implementations, or team coordination activities.
