 Position Title: Program Manager

Position Summary

1 Health Solutions is seeking an experienced Program Manager to support the United States Geological Survey (USGS). The Program Manager will oversee federal contracts, including IDIQ and taskorder-based work, and lead multidisciplinary teams providing technical, scientific, and IT support. The ideal candidate has a strong background in program and project management, staff leadership, recruiting, and client coordination. This role requires demonstrated experience managing diverse organizations that include management, technical, and administrative functions, as well as direct engagement with senior government officials. The Program Manager must possess excellent written and verbal communication skills, the ability to meet deadlines and perform effectively under pressure, and a thorough, detailoriented understanding of federal contract operations.

Position contingent upon award of contract, government acceptance of candidate, and positive adjudication of government investigation.

Essential Duties & Responsibilities

  Serve as the primary Program Manager responsible for overall contract performance, customer satisfaction, and mission success.

Lead contract startup, transition, and ongoing program execution across multiple task orders and locations.

Build, lead, and mentor geographically dispersed teams supporting scientific, laboratory, environmental, GIS, information technology, and administrative services.

Develop and execute staffing strategies to recruit, onboard, retain, and replace highly qualified personnel.

Coordinate closely with Government Contracting Officers (COs), Contracting Officer's Representatives (CORs), Task Order Managers (TOMs), and technical stakeholders.

Monitor contract performance, schedules, deliverables, staffing levels, and financial performance.

Prepare monthly status reports, performance reports, staffing metrics, financial reports, and executive briefings.

Identify program risks and implement effective mitigation strategies.

Ensure compliance with contract requirements, quality standards, company policies, and Federal regulations.

 Support pricing reviews, task order proposals, staffing estimates, and contract modifications.

Education & Experience Requirements

 Bachelor's Degree in Business, Management, Science, Engineering, Environmental Science, or a related field.

  Minimum of 10 years managing Federal Government service contracts.

Minimum of 5 years serving as Program Manager or Senior Project Manager on large, multi-site Federal contracts.

Demonstrated experience managing contracts supporting scientific, technical, laboratory, engineering, environmental, or professional services.

Experience managing geographically dispersed personnel across multiple locations.

Proven success recruiting and retaining specialized technical professionals.

Strong understanding of Federal acquisition and contract administration.

Exceptional written and verbal communication skills.

Strong organizational, leadership, and problem-solving abilities.
