Manager, Tech Recruiting Director+

The IC Manager, Tech Recruiting Director+ is a high-impact, individual contributor who serves as a strategic talent partner and trusted advisor to senior business leadership. This role is essential for accelerating Capital One's position in a competitive talent market by delivering best-in-class talent acquisition solutions and driving enterprise-wide recruiting excellence.

Blending deep technical recruiting mastery with strategic influence, mentorship, and process optimization, this role operates without direct people management but provides critical lift and leverage for the entire recruiting function. The successful candidate will be a high-judgment, top-tier performer comfortable influencing without authority and acting as a primary point of contact for complex, strategic hiring needs.

Key Responsibilities

Strategic Talent Partnership & Business Advisory (POC)

  • Serve as a trusted advisor to senior-level business leaders, translating complex business strategy into proactive, data-driven hiring plans.

  • Proactively deliver market intelligence and actionable insights to influence and shape long-term organizational and hiring strategies.

  • Act as the primary point of escalation and resolution for complex recruiting challenges, effectively removing bottlenecks to enhance team-wide execution and process flow.

  • Champion and drive cross-functional alignment on strategic talent initiatives across Recruiting, HR, and the Business.

High-Impact, Full-Lifecycle Talent Delivery

  • Own and execute full lifecycle recruiting for the most strategic and niche hiring needs (e.g., D+ level roles), ensuring an exceptional candidate experience.

  • Leverage deep market expertise and an entrepreneurial approach to identify, engage, and secure high-quality, high-demand talent efficiently.

  • Consistently meet or exceed aggressive hiring goals and key performance indicators (KPIs) through high judgment, adaptability, and sophisticated problem-solving.

Operational Excellence & Strategic Program Leadership

  • Lead or contribute to high-impact recruiting programs and process optimization projects that drive efficiencies and economies of scale across the organization.

  • Act as a mentor and peer coach to upskill junior and mid-level recruiters, driving continuous improvement in team-wide performance and best practices.

  • Partner with leadership to operationalize critical recruiting initiatives, including advanced sourcing strategies, pipeline-building programs, and product/solution enhancements.

Basic Qualifications:

  • High School Diploma, GED, or equivalent certification

  • At least 5 years of experience in Recruiting (full lifecycle hiring, research, and sourcing)

  • At least 3 years of client management experience, partnering with senior business leaders to drive hiring outcomes.

Preferred Qualifications:

  • Experience balancing complex recruiting searches with strategic influence and stakeholder engagement.

  • Background in mentoring recruiters, driving process improvements, and enhancing team-wide recruiting operations.

  • Strong market expertise in niche hiring areas and ability to translate insights into effective recruiting strategies.

  • Knowledge of compensation strategy, workforce planning, and recruiting analytics to support strategic decision-making.

  • Experience leading recruiting programs, process optimization projects or a combination of both

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean, VA: $151,900 - $173,400 for Recruiting Manager


Richmond, VA: $138,100 - $157,700 for Recruiting Manager










Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
