Proposal Analysts have the knowledge, skills, abilities and initiative to deliver timely, practical and innovative solutions to our clients as part of high-performing project teams typically composed of a mix of junior, mid, and senior-level analysts.

This position may be located in Arlington, VA (Headquarters), Washington, D.C., Pentagon, Springfield, VA., Chantilly, VA., Tysons Corner, VA.

Responsibilities

  • Evaluate the fairness and reasonableness of DoW industry cost proposals
  • Develop defensible price positions to maximize value provided during negotiations
  • Assess the credibility of government and industry cost estimates and economic analyses
  • Seamlessly work embedded in the program office team to ensure proposed work scope meets all program objectives while interfacing with Original Equipment Manufacturers (OEMs)
  • Develop and/or evaluate program technical and programmatic baselines
  • Develop innovative development, production and operating and support (O&S) cost estimating techniques for a broad range of cost elements
  • Develop independent or program life cycle cost estimates and accompanying risk, uncertainty and sensitivity analysis
  • Develop economic analyses, including but not limited to business case analyses, cost/benefit analyses and analysis-of-alternatives
  • Assess the credibility of government and industry cost estimates and economic analyses
  • Evaluate the credibility of industry cost proposals
  • Assess the credibility of government and industry cost savings initiatives
  • Assess industry contract cost and schedule performance and conduct variance root cause analysis
  • Document and present/defend analytical results
  • Develop and train less experienced analysts
  • Apply highly effective customer service skills and work effectively with teams to foster a collaborative work environment across the organization
  • Apply highly effective communication skills (oral and written) and communicate complex issues and present results to senior managers and others in a clear and concise manner

Basic Qualifications

  • Bachelor’s degree in a quantitative discipline (e.g., economics, engineering, mathematics, computer science, statistics, or business) or a discipline that fosters problem solving, structured thought, and creativity
  • 2+ years’ experience in an analytical role. Familiarity with the DoW acquisition environment is a plus
  • Strong proficiency in Microsoft Excel, including advanced functions, data analysis, and modeling techniques
  • Knowledge of DoW acquisition processes, proposal evaluation, and contracting process
  • Experience in cost analysis, cost estimating, accounting/controlling, or proposal evaluation, preferably within DoW or similar acquisition environments
  • Ability to prepare, present, and defend analytical results to clients and program office stakeholders, both verbally and in writing
  • Experience supporting negotiations or contracting activities, or facilitating discussions with internal and external stakeholders
  • Strong networking and client-facing skills with the ability to collaborate effectively across program office teams
  • Capable of working on-site embedded within client or program office teams, demonstrating professionalism and adaptability
  • Able to work effectively with ambiguous and/or evolving tasking, demonstrating initiative and creative problem-solving skills

Desired Qualifications

  • Active SECRET Clearance
  • ICEAA Certification or DAWIA certification
  • Familiarity with DoW procurement in a sole-source environment
  • Experience with Power Pivot and Power Query
  • Experience using R or RStudio for data analysis, modeling, or statistical evaluation

Salary range: $85,000- 150,000 USD
The salary range listed is one part of our total compensation package, which may also include bonuses, incentives and benefits. Individual compensation is determined based on qualifications such as relevant years of experience, education, certifications and geographic location.
