Job description

Responsibilities
Noblis MSD is seeking a Finance Project Control Analyst to provide financial analysis and budget execution support to Surface Ship Maintenance, Modernization and Sustainment (SEA 21) Directorate within the Naval Sea Systems Command (NAVSEA) headquarters at the Washington Navy Yard. You will ensure leadership has accurate, audit-ready financial data to support training system modernization, acquisition oversight, and Fleet readiness objectives.
The Financial Project Control Analyst will work directly with the Program Manager, Deputy Program Manager, Government Contracting Officer Representative (COR), and other team members.
The Financial Project Control Analyst responsibilities and duties include but are not limited to:
  • Support the management of contract financial performance and completion of related customer deliverables
  • Develop budgets, spend plans, financial dashboards and status reports
  • Conduct variance analysis and burn rate assessments
  • Analyze short and long-term funding requirements and develop out-year funding projections
  • Monitor execution rates across appropriations and labor categories
  • Identify financial risks and recommend corrective actions
  • Process contract award/modifications, including new project setup and employee work authorization requests
  • Review and approve travel expense authorizations
  • Manage subcontractor funding requirements, review invoices, and prepare purchase order information
  • Review and prepare responses to financial related data calls
  • Collaborate with program manager and other internal/external customers
  • Prepare executive-level financial briefings and draft financial summaries

Required Qualifications
  • Bachelor's degree in business, finance, accounting, or related field with 10+ years financial experience
  • Ability to obtain a Secret clearance
  • Experience supporting DoD or Navy financial processes
  • Must be a US citizen
  • Proficiency with Microsoft Office Suite (especially Excel) and web-based applications such as SharePoint
  • Strong analytical skills

Desired Qualifications
  • Understanding of government contract types and structures, contract modifications and funding appropriations
  • Supporting Navy Program Objective Memorandum (POM)
  • Preparing financial briefs for Commanding Officers (CO)/Executive Officers (XO)/Commodores
  • Familiarity with Deltek Costpoint and Costpoint Enterprise Reporting (CER)
  • Excellent written and oral communication skills; ability to effectively interact with colleagues at all levels.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $78,900.00 - USD $123,300.00 /Yr.
