Job description

Spectra Tech has a great opportunity for a Consultant and Specialist Management Level 4 (Project Controls/EVMS) in Los Alamos, NM.

This position oversees baseline development, maintenance, and execution. Oversees project controls staff including planning and scheduling, cost estimating and control, earned value management (EVMS), and baseline configuration management. Provides technical guidance, analysis, and reporting to ensure projects are executed in compliance with DOE and contractual requirements.


Key Responsibilities:
*Supervises schedule development, maintenance and monitoring, cost engineering analysis and control activities.
*Reviews monthly EVMS reports.
*Responds to data calls from the Program Manager of Strategic Planning and Integration and the Business Services Program Manager.
*Integrates change management and risk management with the Risk Manager.
*Manages Funds Management analysis and reporting according to the limitation of funds clause in FAR 52.232-22.
*Prepares and reviews the preparation and presentation of cost engineering and planning activities.
*Supports project organizational and administrative activities.
*Identification of cost trends for management attention.
*Identifies, analyzes, and provides innovative solutions to cost engineering and schedule guidance to projects.
*Advises management of the status of work in progress.
Coordinates interdepartmental activity for baseline change proposals.


Education & Experience: A bachelor's degree in a closely related field with at least 9 years of related experience. Experience should include a minimum of three (3) years of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

This position REQUIRES direct experience working on a DOE EM FAR-based Tier 1 level contract or other DOE experience within the past 24 months specifically performing the following:
* Proven experience in project planning and scheduling.
* Proficiency in using scheduling tools, particularly Primavera P6.
* Strong understanding of engineering, procurement, and construction terminology and concepts.
* Excellent analytical and problem-solving skills.
* Effective communication and interpersonal skills.
* Familiarity with Earned Value Management Systems (EVMS) requirements.
* Prior management experience.
