Provide policy recommendations and strategic guidance to the Board. Support the development and implementation of long-range goals and initiatives. Employ, promote, discipline, suspend, and discharge employees and department heads in accordance with Board-approved personnel policies.
Financial Management & Stewardship
Prepare and submit the annual budget and capital program to the Board. Act as purchasing agent for the municipality in accordance with Board policies. Evaluate departmental funding needs and ensure sound fiscal practices. Leverage property tax, sales tax, and impact fee revenues to support strategic investment.
Infrastructure & Capital Projects
Recommend priority programs and projects involving public works and public improvements. Oversee the City's infrastructure assets including roads, the municipal asphalt plant, sewer systems, and stormwater. Ensure projects are properly planned, funded, and executed in alignment with the City's growth trajectory.
Organizational Leadership & Team Development
Lead and support a fully staffed team of department heads across police, fire, parks, public services, wastewater, planning, and library. Establish performance expectations and accountability standards. Foster a culture of professionalism, responsiveness, and continuous improvement.
Community Engagement & Service Responsiveness
Log and track all service requests from the Board and citizens. Ensure requests are routed within 24 hours to the appropriate department and resolved in a timely manner. Maintain regular communication with residents, businesses, and community stakeholders.
Intergovernmental & External Relations
Build and maintain relationships with state and county agencies, regional partners, utility districts, and neighboring municipalities. Represent the City in intergovernmental matters and advocate for White House's interests at the state and regional level.
The Ideal Candidate
Strong, Decisive Leader
Brings professional confidence, clarity, and conviction to organizational leadership. Capable of making difficult decisions while maintaining the trust and confidence of the Board, staff, and community. Recognized as a leader who earns respect through action and accountability.
Experienced Municipal Administrator
Brings a proven track record in municipal government management with hands-on experience overseeing operations, capital projects, budgets, personnel, and service delivery in a growing community environment.
Community-Oriented and Engaged
Understands the importance of visibility and accessibility in a community like White House. Attends community events, participates in civic life, and builds genuine relationships with residents, business owners, and neighborhood leaders. A commitment to living close to the community is strongly preferred.
Infrastructure and Growth Savvy
Understands the demands that rapid residential and commercial growth places on municipal infrastructure. Brings experience managing capital improvement programs, road and utility projects, and growth planning in a fiscally responsible manner.
Effective Communicator and Collaborator
Communicates clearly and professionally with the Board, staff, and citizens. Provides honest counsel to elected officials, keeps the Board fully informed, and ensures that all service requests from residents are tracked and resolved efficiently. Connects effectively with state and county government agencies.
