Job description

Position title: Program Manager

Location: Fort Belvoir, VA

Clearance required: TOP SECRET (SCI - eligible preferred)

Scope: Serve as the single, full-authority Program Manager. Provide total management and coordination of contract cost, schedule, performance, and quality across the RTI mission-support team.

Responsibilities include (but are not limited to):

  • Serve as the Contractor's primary point of contact with full authority to act and make decisions on all matters on behalf of the Contractor; designate an authorized alternate.
  • Direct total management and coordination of the task order, ensuring compliance with all performance standards and RS3 base contract clauses.
  • Lead the 30-day transition-in, including ramp-up schedule, hiring sequence, and full staffing within the 30-day objective fill timeline.
  • Manage subcontractor integration and oversight, surge response, and replacement of departed personnel within 30 days.
  • Ensure timely delivery of all CDRLs, including monthly Contractor's Progress and Status Reports and the Funds and Man-Hours (eCRAFT) Expenditure Report.
  • Report actual vs. projected technical progress, cost, and schedule status to the Government.
  • Bachelor's or master's degree in business or a related field.
  • Minimum of 10 years of experience managing Department of War (DoW) research and development contracts.
  • Demonstrated authority and experience managing cost, schedule, and performance on DoW services task orders of comparable size and complexity.
  • Experience leading contract transitions and full staffing within compressed (30-day) timelines.
  • Working knowledge of CPFF completion-type contract management and CDRL delivery.

Desired Qualifications:

  • Active Top-Secret clearance with SCI eligibility.
  • Prior program management supporting DEVCOM C5ISR or ACC-APG customers.
  • PMP or DAWIA/equivalent program management certification.
