Compensation Range: Between $113,000 - $163,000 CDN annually

Our current portfolio of programs includes a wide spectrum of In-Service-Support activities in support of Department of National Defence fleets. L3Harris MAS is looking to fill a Program Manager position, as a key member of the Program Management team to successfully deliver a new maintenance and material management Program.

Essential Functions: 

You will be responsible for the provision of all products and services under the contract. More specifically, you will provide leadership and positive influence and work collaboratively with the Customer and other internal and external stakeholders to identify projects' scope, timelines and resources, determine and propose solutions, and deliver the products and services as agreed under the Contract.

You will be responsible for the cost, schedule and technical performance of the Program including the participation in the negotiation of Contract and Contract changes, coordination of the preparation of proposals, performance Statement of Work (SOW) and specifications, budgets and terms & conditions with the customer.

  • Primary point of contact for all matters on the Program.
  • Works closely with the customer as part of Program management team and various Integrated Project Teams (IPTs).
  • Effectively applies proven skills in project planning and control, contract management, customer relationship management, and budget management.
  • Identifies any shortfalls in resources or skill sets, or other challenges within the Program, and determines/proposes solutions.
  • Supervises the MAS Program team assigned to the Program.
  • Responsible for the performance of all projects under Contract in terms of costs, quality, and schedule for the client.
  • Identifies new business opportunities with the client, negotiates agreements and, if required, resolves potentially litigious situations with the support of Contract personnel.
  • Ensures the profitability of the Program in view of MAS values and other conflicting priorities.
  • Directs management personnel and specialized professionals, fosters the development, evaluates the performance of team members, conveys and communicates corporate values within the department.
  • Chairs and facilitates various meetings and work sessions in order to review the progress of work, manage risks, solve problems, and manage potential conflicts with project team members or with the client.
  • Manages relations with the customer and with all stakeholders within a matrix organization.   

Qualifications: 

  • 10+ years of experience in project/program management, of which 5+ years are in a large-scale military program.
  • University degree in Project Management, Business Administration, Engineering or other relevant fields.
  • PMP certified and/or holds a Master Degree in Project Management.
  • Personnel management experience is required.
  • Excellent written and oral communication skills in English and French.
  • Deep knowledge of the Program management best practices.
  • Demonstrated ability to think strategically. Big picture vision.
  • Strong analytical, organizational and change management skills including the ability to organize/optimize team structures. Ability to organize complex issues and situations in clear concise and simple models.
  • Team building / Communication skills including effective writing, briefing and ability to motivate.
  • Consensus building, issue resolution/problem solving skills, conflict resolution, facilitation and negotiation skills.
  • Pro-active, demonstrates enthusiasm, strong leadership and ability to influence.
  • Respond positively to pressure.        
  • Dedication, commitment and judgment. Applies rigor and discipline.

Eligibility Criteria:

  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance;
  • Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
