Spectra Tech is seeking a Sr. Program Lead for Oak Ridge, TN.ย 

Job Descriptionย 

Spectra Tech is seeking technical leadership candidates who can both sell the work (identifies opportunities and leads proposals) and execute the work (serves as a Project Manager or Subject Matter Expert) within our Nuclear Fuel Cycle and Facility Operations portfolio. You will leverage your experience and network, technical expertise, and background in the nuclear fuel cycle to capture new contracts, while leading the execution of existing complex nuclear operations and regulatory compliance projects. Spectra Tech is a service provider and you will be expected to ensure product delivery in accordance with established schedules and budget. The successful candidate will grow with the company and be developed to lead their own business unit.ย 

Qualified candidates will have some combination of the following attributes:ย 

The desire and ability to take personal ownership for the entire project life cycle including identifying the lead, architecting the technical solution, and serving as the Project Manager or Lead SME upon award

Ability to see the "big picture" while maintaining technical precision.ย 

Entrepreneurial Spirit: You don't wait for tasks; you find and create them.ย 

Ability to recognize and capitalize on emerging opportunities within the nuclear sector (federal and commercial).ย 

Ability to assemble teams and function as lead architect for technical and cost proposals.ย 

Understanding of the federal government work environment, federal procurement and agency-specific cultures.ย 

Exceptional oral and written skills for high-stakes briefings and technical reporting.ย 

Able to bridge the gap between technical teams and executive leadership.ย 

Hands-on experience in at least one of the following: nuclear facility operations, licensing, fuel management, radioactive material characterization, packaging.ย 

Experience performing reactor core fuel reload/startup analysesย 

Required Candidate Qualificationsย 

Bachelor's degree in engineering or science related fieldย 

Minimum of 8 yrs qualified work experienceย 

Demonstrated project management and/or delivery experienceย 

Desired Qualificationsย 

General understanding of engineering design, analysis, and testing of nuclear and radiological structures, systems, and components, including shipping containers and support equipment.

Past experience working under NRC, DOE, or similar regulatory frameworks.ย 

Engineering, procurement, construction project experience.ย 

Familiar with different contract vehicles and general understanding of how to mitigate risk.
